Parking on municipal property shall be regulated as follows:
A. Ambulance Corps parking lot.
(1) Property: Ambulance Corps parking lot on Bender Court.
(2) Restrictions: No parking at any time for vehicles other than those
owned by the members of the Franklin Lakes Volunteer Ambulance Corps.
B. Fire Department parking lots.
(1) Property: Fire Department parking lot on Bender Court.
(2) Area: on Franklin Avenue side of building, adjacent to Bender Court.
(3) Restrictions: No parking at any time for vehicles other than those
owned by the members of the Franklin Lakes Fire Department.
C. Municipal parking lots.
(1) Properties:
(a)
Parking lot on Pulis Avenue and Franklin Avenue — Veterans
Plaza.
(b)
Parking lot on DeKorte Drive.
(c)
Public Library parking lot.
(d)
Municipal Recreation Field parking lot.
(e)
Bender Court parking lot.
(f)
Pulis Avenue Recreation Field parking lots.
(g)
High Mountain Road parking lot opposite the High Mountain Road
School.
(h)
Franklin Lakes Nature Preserve driveway and parking lot.
(i)
Old Mill Road tennis courts parking lot.
(j)
Franklin Lakes commuter parking lot located on Parsons Pond
Road.

(2) Restrictions for all municipal parking lots: No person shall be permitted
to park in these lots between the hours of 2:00 a.m. and 6:00 a.m.
Vehicles parked in these lots shall park only within the limits of
marked stalls.
(3) Parking restrictions for Franklin Lake commuter parking lot:

(a)
During the hours of 6:00 a.m. to 2:00 p.m., Monday through Friday,
parking is permitted only by persons possessing and displaying a current
parking tag as issued by the Borough Clerk. The parking tag must be
hung from the rear view mirror of the vehicle and clearly visible.
Failure to properly display parking tags in accordance with this section
shall be a violation of this chapter.
(b)
Parking tags for residents. To obtain a parking tag, residents
shall submit an application, provide satisfactory proof of residency,
and pay an annual fee of $50. Applications shall be available in the
Borough Clerk's office. The parking tag shall expire as of January
1 each year. The number of parking tags for residents may be limited
by resolution of the Mayor and Council.

(c)
Parking tags for nonresidents. To obtain a parking tag, nonresidents
shall submit an application and pay an annual fee of $310. No more
than 40 parking tags shall be issued each year for nonresidents, and
such tags shall be issued on a first-come-first-served basis.

(d)
Issuance of a parking tag shall not guarantee that a parking
space will be available.
(e)
Parking tags shall be transferable to other vehicles, provided
that anyone parking in the lot and displaying a parking tag shall
be eligible to park in the lot in accordance with the requirements
of this section.
(f)
The fee for replacement of a lost or missing parking tag shall
be $10.
(4) Traffic regulations for Veterans Plaza parking lots. Drivers shall
comply with the following traffic regulations:
(a)
Stop intersection. The easterly exit is designated as a stop
intersection.
(b)
One-way lanes. The easterly and westerly lanes are designated
as one-way lanes traveling in an easterly direction.
(c)
Lane reservations. The left lane in the eastbound approach to
Bender Place is reserved for left turns. The right lane in the eastbound
approach to Bender Place is reserved for right turns.
(5) Parking restrictions for Franklin Lakes Nature Preserve driveway
and parking lot:
(a)
Vehicles parked in the parking lot shall park only within the
limits of marked stalls.
(b)
No parking in front of the boat launch gate in the main parking
lot.
(c)
No parking in front of the gate on Pettee Avenue.
(6) Parking restrictions for the Municipal Field Recreation parking lot
(located behind the Police Headquarters). For commuters, parking is
permitted only by persons possessing and displaying a current parking
tag as issued by the Borough Clerk.

D. Parking
for projects. Except as provided herein, parking is not permitted
in Borough parking lots in connection with a private project, such
as, without limitation, building construction or utility work. An
applicant may request permission from the Borough to park vehicles
or equipment in Borough parking lots in connection with a private
project. Application shall be made to the Police Chief. The Police
Chief or his or her designee may deny the application for any reason,
including, but not limited to, interference with the Borough's or
the public's use of the parking lot or parking for an extended period
of time; except that public utilities or emergency services vehicles
responding to an emergency shall be permitted to park in the parking
lots, provided that they minimize interference with the Borough's
or the public's use of the parking lot. The Police Chief or his or
her designee may impose such terms and conditions upon the use of
parking spaces as may be appropriate, in the sole discretion of the
Police Chief or his or her designee. The fee for the use of Borough
parking lots shall be as follows:

(1) One
to five parking spaces: $50 per parking space per day;
(2) Six
to 10 parking spaces: $40 per parking space per day; and
(3) More
than 10 parking spaces: $30 per parking space per day.
(4) Such
fees shall not apply to public utilities or emergency services vehicles
responding to an emergency. The Mayor and Council may approve, by
resolution, fees that are lower than the fees set forth in this section
for reasons of hardship or special circumstances.
The Mayor and Council shall adopt site plans
showing the designated parking areas, no-parking areas, fire zones,
ingress and egress and handicapped parking areas in all municipal-owned
parking areas.
Suitable signs not less than 18 inches by 24
inches bearing appropriate language adequately notifying persons of
the parking restrictions shall be placed and conspicuously displayed
on municipal property.

Any person violating any of the provisions of
this article shall be subject to a fine not exceeding $100. The Police
Department may have any vehicle removed which is parked in violation
of this article. The owner of the vehicle shall pay the reasonable
cost for the removal and storage of the vehicle.
