A. 
The Chief of Police may temporarily establish a zone of quiet upon any street where a person is seriously ill, if requested to do so by the written statement of at least two registered physicians certifying to its necessity. Said temporary zone of quiet shall embrace all territory within a radius of 200 feet of the building occupied by the person named in the request of said physicians. The level of acceptable noise shall be determined by the two registered physicians certifying to its necessity. Said temporary zones of quiet shall be designated by the Town Council by causing to be placed at a conspicuous place in the street a sign or marker bearing the words "ZONE OF QUIET".
B. 
Zones of quiet are established in accordance with a schedule of streets designated as Appendix IV, Section 4-1, hereto appended, to which reference is made and which Appendix IV, Section 4-1, is specifically incorporated in this section.[1]
