No person shall allow, permit or suffer any vehicle registered
in that person's name to stand or park in any street, way, highway,
road or parkway under the control of the Town of East Longmeadow in
violation of any of the Traffic Rules and Orders adopted by the Town
Council and in particular in any of the following places, except when
necessary to avoid conflict with other traffic or in compliance with
the direction of a police officer or traffic sign or signal. No penalty
shall be imposed upon any disabled veteran or handicapped person whose
vehicle bears the distinctive number plates, or displays the special
parking identification plate authorized by MGL c. 90, § 2,
or bears the official identification of a handicapped person issued
by another state, the District of Columbia or any province of a foreign
country, for parking such vehicle on any way for a longer period of
time than permitted. The time period is designated in minutes or hours.
D. Upon the roadway in a rural or sparsely settled district.
E. Upon a roadway where parking is permitted unless both wheels on the
right side of the vehicle are within 12 inches of the curb or edge
of the roadway, except upon those streets which are designated as
one-way streets. On such one-way streets, vehicles shall be parked
in the direction in which said vehicle is moving and with both wheels
within 12 inches of the curb. This shall not apply to streets or parts
of streets where diagonal parking is required by these regulations.
F. Upon any roadway where the parking of a vehicle will not leave a
clear and unobstructed lane at least 10 feet wide for passing traffic.
G. Upon any street or highway within 10 feet of a fire hydrant.
H. Upon or in front of any private road or driveway.
I. Upon any street or highway within 20 feet of an intersecting way,
except alleys.
J. Within 15 feet of the wall or driveway of a fire station or directly
across the street from such fire station, provided signs are erected
acquainting the driver with such regulation or restriction.

K. Alongside or opposite any street excavation or obstruction when such
stopping, standing or parking would obstruct traffic.

L. Within 25 feet of the nearest rail of a railroad crossing when there
are no gates at such crossing, or otherwise within five feet from
the gate.

M. On a bridge and the approach thereto.

N. A person
shall not park a vehicle that is used for commercial purposes on a
public way for more than one hour. This subsection does not apply
to a vehicle during the time that the person who his using the vehicle
is rendering a service to a household or business establishment or
during the time that the vehicle is being used for a pickup from or
delivery to a household or business establishment.

O. Warning signs are authorized as to locations in accordance with a
schedule of streets designated as Appendix V, Section 5-1, hereto
appended, to which reference is made and which Appendix V, Section
5-1, is specifically incorporated in this section.

It shall be unlawful for any person to park upon a street or
highway any vehicle displayed for sale.

A. Definition of "severe weather": any weather condition, including
but not limited to snow, ice and hail, which may, in the judgment
of the Superintendent of Public Works or designee, cause streets and
ways in the Town of East Longmeadow to become unsafe for travel and
dangerous to the public.
B. Severe weather emergency regulation. During the period of an announced
"Severe Weather Emergency Regulation," it shall be unlawful for the
owner of, driver or person to whom is registered any vehicle, other
than one acting in an emergency, to park said vehicle on any street
during the periods of such severe weather emergency, as announced.
C. Announcement: a declaration issued by the Superintendent of Public
Works or designee, advertised in a daily newspaper of general circulation,
or by a public declaration issued to all local radio and television
stations, which makes known that severe weather conditions may exist
and that a "Severe Weather Emergency Regulation" has been declared.
D. To the extent that this section conflicts with the East Longmeadow
General Bylaws, the General Bylaws shall control.

Parking is prohibited, restricted or limited as to time, space
and streets in accordance with a schedule of streets designated as
Appendix V, Section 5-6, hereto appended, to which reference is made
and which Appendix V, Section 5-6, is specifically incorporated in
this section. No operator shall park a vehicle in the designated prohibition
locations or in the restricted locations for a period longer than
is designated in Appendix V, Section 5-6, except as otherwise provided
in this schedule or where there is a time limit as to parking.
