No person shall allow, permit or suffer any vehicle registered in that person's name to stand or park in any street, way, highway, road or parkway under the control of the Town of East Longmeadow in violation of any of the Traffic Rules and Orders adopted by the Town Council and in particular in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic sign or signal. No penalty shall be imposed upon any disabled veteran or handicapped person whose vehicle bears the distinctive number plates, or displays the special parking identification plate authorized by MGL c. 90, § 2, or bears the official identification of a handicapped person issued by another state, the District of Columbia or any province of a foreign country, for parking such vehicle on any way for a longer period of time than permitted. The time period is designated in minutes or hours.
A. 
Within an intersection.
B. 
Upon any sidewalk.
C. 
Upon any crosswalk.
D. 
Upon the roadway in a rural or sparsely settled district.
E. 
Upon a roadway where parking is permitted unless both wheels on the right side of the vehicle are within 12 inches of the curb or edge of the roadway, except upon those streets which are designated as one-way streets. On such one-way streets, vehicles shall be parked in the direction in which said vehicle is moving and with both wheels within 12 inches of the curb. This shall not apply to streets or parts of streets where diagonal parking is required by these regulations.
F. 
Upon any roadway where the parking of a vehicle will not leave a clear and unobstructed lane at least 10 feet wide for passing traffic.
G. 
Upon any street or highway within 10 feet of a fire hydrant.
H. 
Upon or in front of any private road or driveway.
I. 
Upon any street or highway within 20 feet of an intersecting way, except alleys.
J. 
Within 15 feet of the wall or driveway of a fire station or directly across the street from such fire station, provided signs are erected acquainting the driver with such regulation or restriction.

K. 
Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.

L. 
Within 25 feet of the nearest rail of a railroad crossing when there are no gates at such crossing, or otherwise within five feet from the gate.

M. 
On a bridge and the approach thereto.

N. 
A person shall not park a vehicle that is used for commercial purposes on a public way for more than one hour. This subsection does not apply to a vehicle during the time that the person who his using the vehicle is rendering a service to a household or business establishment or during the time that the vehicle is being used for a pickup from or delivery to a household or business establishment.

No person shall park a vehicle upon any street in any service zone for a period of time longer than 30 minutes and except while actually engaged in loading or unloading.

A. 
The Town Council shall determine the streets upon which diagonal parking will be permitted and shall cause said streets to be designated by signs and the surfaces thereof to be marked as directed by the Chief of Police.
B. 
Diagonal parking is permitted upon certain sections of a number of streets as designated in Appendix V, Section 5-3, hereto appended, to which reference is made and which Appendix V, Section 5-3, relative to diagonal parking is herewith specifically incorporated in this section.[1]

C. 
Where such diagonal parking is permitted, vehicles shall be parked with one wheel within 12 inches of the curb and at the angle to the curb indicated by the official marks and signs. The vehicle shall be parked so that all four wheels thereof shall be placed wholly within the area indicated for parking, and headed to the curb.
It shall be unlawful for any person to park upon a street or highway any vehicle displayed for sale.

A. 
Definition of "severe weather": any weather condition, including but not limited to snow, ice and hail, which may, in the judgment of the Superintendent of Public Works or designee, cause streets and ways in the Town of East Longmeadow to become unsafe for travel and dangerous to the public.
B. 
Severe weather emergency regulation. During the period of an announced "Severe Weather Emergency Regulation," it shall be unlawful for the owner of, driver or person to whom is registered any vehicle, other than one acting in an emergency, to park said vehicle on any street during the periods of such severe weather emergency, as announced.
C. 
Announcement: a declaration issued by the Superintendent of Public Works or designee, advertised in a daily newspaper of general circulation, or by a public declaration issued to all local radio and television stations, which makes known that severe weather conditions may exist and that a "Severe Weather Emergency Regulation" has been declared.
D. 
To the extent that this section conflicts with the East Longmeadow General Bylaws, the General Bylaws shall control.[1]

Parking is prohibited, restricted or limited as to time, space and streets in accordance with a schedule of streets designated as Appendix V, Section 5-6, hereto appended, to which reference is made and which Appendix V, Section 5-6, is specifically incorporated in this section.[1] No operator shall park a vehicle in the designated prohibition locations or in the restricted locations for a period longer than is designated in Appendix V, Section 5-6, except as otherwise provided in this schedule or where there is a time limit as to parking.

No person shall park a vehicle other than a bus in a bus stop.
B. 
No person shall park a bus upon any street within a business district at any place other than a bus stop, when a nearby bus stop is available for use.

A. 
No person shall park a vehicle other than a taxicab upon any street within a business district in any taxicab stand for a period of time longer than 15 minutes, except while actually engaged in loading or unloading, provided that such loading and unloading does not exceed a period of time longer than 1/2 hour.
B. 
No person shall park a taxicab upon any street within a business district at any place other than the taxicab stand or stands designated for the use of a taxicab or taxicabs, except while engaged or while waiting for an opportunity to use a taxicab stand designated for the person's use.
C. 
Taxicab stands are established as to streets in accordance with a schedule of streets designated as Appendix V, Section 5-10, hereto appended, to which reference is made and which Appendix V, Section 5-10, is specifically incorporated in this section.[1]

A. 
No person shall allow or permit any vehicle registered in that person's name to park in the spaces designated as a fire lane by the Fire Chief.
B. 
The Fire Chief may designate fire lanes within the limit of any private way, parking area or driveway for the access of fire apparatus, ambulances or other emergency vehicles to multiple-family dwellings, stores, schools, health-care facilities, elderly housing complexes and places of public assembly.
C. 
The owner of record of any area designated as a fire lane shall provide and install signs that shall read "Fire lane - No Parking - Loading or Unloading - Violators Can Be Subject to a Fine of $100". The signs shall be 12 inches wide and 18 inches high. They shall be installed at a height of six feet six inches from the ground level to the bottom of the sign. Locations of the signs shall be approved by the Fire Department prior to installation.

No person shall allow or permit any vehicle registered in that person's name to stand or park in the spaces designated as reserved for handicapped persons under MGL c. 22, § 13A, unless the motor vehicle is owned and driven by a disabled veteran or handicapped person whose vehicle bears the distinctive number plates authorized by MGL c. 90, § 2, or the motor vehicle is transporting a handicapped person and displaying the special parking identification plate authorized by said MGL c. 90, § 2; or for any vehicle bearing the official identification of a handicapped person issued by any other state or Canadian Province.
B. 
No person shall allow or permit any vehicle registered in that person's name to stand or park in any manner so as to obstruct any curb ramp designed for use by handicapped persons.
C. 
Parking spaces and accessible passenger loading zones designated as reserved under the provisions of Subsection A shall be constructed and identified by the use of an above-grade sign which displays the International Symbol of Accessibility in accordance with the Massachusetts Architectural Access Board rules and regulations, 521 CMR.
D. 
Handicap zones are established as to locations in accordance with a schedule of locations designated as Appendix V, Section 5-12, hereto appended, to which reference is made and which Appendix V, Section 5-12, is specifically incorporated in this section.[1]

A. 
Except as provided in Subsection B below or in other sections of these parking rules and orders, all vehicles parked on school grounds at any time, except school vehicles, delivery vehicles and emergency vehicles attended by their drivers, shall park only in designated parking spaces. Violators shall be subject to a $5 fine.
B. 
Vehicles parked at any time in a designated medical staff parking space not displaying a School Department medical staff parking permit shall be subject to a $15 fine.
