The Board of Supervisors of the Township of Kidder does hereby
establish the Kidder Township Emergency Services Capital Equipment
Fund.
The purpose of the fund is to assist emergency services companies
certified for operation within Kidder Township with the purchase of
vehicles or major equipment purchases. The request should show that
the need has been documented as set out in this chapter.
The Board of Supervisors will fund the Emergency Services Capital
Equipment Fund as an expenditure from the general fund of the Township
and from such other sources as the Board of Supervisors may, in their
discretion, from time to time determine. The amount of the Emergency
Services Capital Equipment Fund; the determination of funds directed
into said fund, if any; and the decision on maintaining and continuing
said Emergency Services Capital Equipment Fund shall be within the
sole discretion of the Board of Supervisors.
An emergency services provider as recognized by the Board of
Supervisors of the Township of Kidder may request a maximum of 60%
of the purchase price of a vehicle or of a nonrecurring or infrequently
recurring major equipment purchase. It is highly recommended that,
when additional funds are required for the purchases described above,
primary consideration be given to PEMA 2% loans and that every effort
be made to purchase the best value vehicle or equipment that meets
the operational requirements of the emergency services provider. The
emergency services provider may first pursue grant opportunities for
vehicle or equipment purchases prior to requesting fund support.
The request for disbursement and all supporting documentation,
in full, must be provided to the Township administrative offices no
less than one month prior to the monthly meeting of the Board of Supervisors
at which time the matter is to be formally considered by the Board
of Supervisors. Upon receipt of said request and all supporting documentation,
the Board of Supervisors shall schedule and hold a public meeting
concerning the request in advance of the Board of Supervisors' formal
consideration meeting.
