The City of Pittston is a member and participant in the PA One
Call System as prescribed by Act 287, the Underground Utility Protection
Act[1], as amended, as originally approved by Pittston City Council
Resolution 9798 adopted on June 18, 2003. It is noted that Act 50
of 287 subsequently moved commonwealth enforcement of the law from
the Pennsylvania Department of Labor and Industry to the Pennsylvania
Public Utility Commission.

A.
Mandatory compliance. All City Departments, boards, commissions,
officers and employees shall follow all requirements of the PA One
Call Act and applicable regulations.
B.
Appropriations for compliance. The City Council shall appropriate
such funds as may be required on an annual basis for membership and
administrative fees required by the PA One Call system.
C.
Internal operations.
(1)
Street Department. The Superintendent of the City Department of Streets
and Sanitation or his designee shall ensure that all PA One Call regulations
are followed for all excavations undertaken by the Street Department.
(2)
Office of Code Enforcement. The Code Enforcement Officer shall ensure
that all PA One Call requirements are met before issuing any excavation,
construction or demolition permits that include activity covered under
the PA One Call Act.
(3)
City Administrator. The City Administrator or his designee is authorized
to execute all administrative agreements related to the PA One Call
Act on behalf of the city.
