This chapter is intended to regulate the operation of motor vehicles in areas where the state traffic laws in Chapter
228, Vehicles and Traffic, of the Code of the Village do not apply.
As used in this chapter, the following terms shall have the
meanings indicated:
OFF-ROAD VEHICLES
A device which is driven by an internal combustion engine,
which may be used for transportation or to draw any person or property,
and which are commonly operated off the travel portion of the public
thoroughfare, whether the vehicles are registered or unregistered.
It includes, without limitation for lack of enumeration, such devices
commonly known as mini bikes, trail bikes, go-carts, motor bicycles,
and all-terrain vehicles. Snowmobiles, which are regulated by a separate
ordinance, garden tractors, lawn mowers, and emergency or maintenance
vehicles are excluded from this definition.
No person shall operate an off-road vehicle on any private property
in the Village.
Unless such vehicle is registered as prescribed by Ch. 341 (Registration
of vehicles), Wis. Stats., no person shall operate an off-road vehicle
on any of the following property:
A. Any public sidewalk or parkway road.
B. Land within any public park.
