Any drain (including indoor drains and sinks) or conveyance, whether on the surface or underground, that allows any nonstormwater discharge, including sewage, process wastewater, and wash water, to enter South Hanover Township's separate storm sewer system or waters of the commonwealth is prohibited.
2. 
Any drain or conveyance connected from a commercial or industrial land use to South Hanover Township's separate storm sewer system, which has not been documented in plans, maps, or equivalent records and approved by South Hanover Township, is prohibited.
3. 
No person shall allow, or cause to allow, discharges into South Hanover Township's separate storm sewer system or into surface waters of the commonwealth which are not composed entirely of stormwater, except:
A. 
As provided in Subsection 4 of this section below; and
B. 
Discharges allowed under a state or federal permit.
4. 
The following discharges are authorized unless they are determined to be significant contributors to pollution to the waters of the commonwealth:

In the event that South Hanover Township or PADEP determines that any of the discharges identified in Subsection 4 of this section significantly contribute to pollution of waters of the commonwealth, or is so notified by PADEP, South Hanover Township will notify the responsible person(s) to cease the discharge.
6. 
Upon notice provided by South Hanover Township or PADEP under Subsection 5 of this section, the discharger will have a reasonable time, as determined by South Hanover Township or PADEP, to cease the discharge, consistent with the degree of pollution caused by the discharge.
7. 
Nothing in this section shall affect a discharger's responsibilities under commonwealth law.

Roof drains and sump pumps shall discharge to infiltration areas, vegetative BMPs, or pervious areas to the maximum extent practicable.

No person shall modify, remove, fill, landscape, or alter any existing stormwater BMP, facilities, areas, or structures, unless it is part of an approved maintenance program, without the written approval of South Hanover Township.
2. 
No person shall place any structure, fill, landscaping, or vegetation into a stormwater BMP, facilities, areas, structures, or within a drainage easement which would limit or alter the functioning of the BMP without the written approval of South Hanover Township.

1. 
No owner or custodian of any animal shall cause or allow such animal to soil, defile or defecate on any public property or upon any street, sidewalk, public way, play area owned by the Township, unless such owner immediately removes and disposes of all feces deposited by such animal in a sanitary manner.
2. 
It is unlawful for any person owning, keeping or harboring an animal to cause or permit said animal to be on any property owned by the Township, without having in his/her immediate possession a device for the removal of feces and depository for the transmission of excrement to a proper receptacle located on the property owned or possessed by such person.
3. 
It is unlawful for any person in control of, causing or permitting any animal to be on any property owned by the Township, to fail to remove feces left by such animal and dispose of it properly as described in Subsection 4.
4. 
Proper disposal of animal waste shall be limited to burial where lawfully permitted, flushing in the toilet, bagging for disposal in the owner or keeper's waste receptacle, and bagging for disposal in a waste receptacle in a public park or park area.
5. 
Disposal of animal waste in storm drains is prohibited.
6. 
Disposal of animal waste in public compost is prohibited.
7. 
The provisions of this section shall not apply to the ownership or use of any properly identified service animals, animals when used for police activities, or tracking animals when used by or with the permission of the appropriate authorities.
8. 
Any duly authorized assistant should be responsible for issuing the citations.
9. 
Any person violating any provision of this section may be subject to a fine of not less than $50 and not more than $500 per incident.
