The City of Plainfield, a public body corporate, has been and is hereby designated as the Local Planning Agency for redevelopment projects within the City.[1]

(a) 
The City as the Planning Agency for redevelopment projects in the City shall have all powers necessary to effectively carry out the redevelopment projects as are prescribed by law through the officers of the Council and the Division of Neighborhood Development.
(b) 
Any and all redevelopment projects commenced prior to July 1, 1968 and now pending shall continue in full force and effect according to law, including the redevelopment project known as "Park-Madison Urban Renewal Project" No. N.J.R.-53 under the auspices of the Housing Authority.[1]
