There is hereby established and confirmed within the City of
Plainfield the Local Law Enforcement Block Grants Program Advisory
Board which shall be solely comprised of five (5) members consisting
of the following:
(a) A representative employed by the City of Plainfield Police Division;
(b) A representative employed by the City of Plainfield, Corporation
Counsel's Office, which incorporates the local Prosecutor's Office
in the City of Plainfield;
(c) A representative employed by the City of Plainfield, Municipal Court;
(d) A representative of the Plainfield Board of Education: and
(e) A representative of a nonprofit group (e.g., education, religious
or community) active in crime prevention or drug use prevention or
treatment in the City of Plainfield.
Each of the members shall be appointed by the Mayor with the
advice and consent of the City Council.

The term of each member shall be for a period of two (2) years
unless earlier terminated as a result of the termination of their
office or employment.

If any vacancy shall occur other than by expiration of a term of a member, it shall be filled by appointment for the unexpired term as provided in Section
3:19-2.

The members of the Board shall organize annually. The Board
shall elect a Chairman and Vice Chairman from its members. The Board
shall adopt bylaws and regulations for the conduct of the business
of the Board. All members shall serve without financial compensation.
The Board shall meet at least once every three (3) months. Meetings
shall also be held at such other times as the Mayor, the Chairman
or a majority of the whole Board shall direct.

The Board shall also have the following powers and duties:
(a) To review the application for funding under the Local Law Enforcement
Block Grants Program and make nonbinding recommendations to the City
Council for the use of funds received under the Program.
(b) To request, annually, that the City Council hold a public hearing
regarding the use of the funds in relation to the entire budget, at
which hearing persons shall be given an opportunity to provide written
and oral views to the City Council and to ask questions about the
entire budget and the relation of the Local Law Enforcement Block
Grants Program award payment to the entire Municipal budget.
(c) To perform such other advisory duties as are assigned to it by ordinance
or resolution of the City Council for the aid and assistance of the
City Council.
