There shall be established the Independence Day Committee (formerly
the Fourth of July Committee) which shall consist of nine (9) members
who are citizens of Plainfield, such members to be appointed by the
Mayor with the advice and consent of Council.

(a) All members of the Committee shall serve without compensation.
(b) The term of each member shall be for three (3) years and expire at
12:00 noon of January 1 of the last year or his or her term, or until
his or her successor has been appointed.
(c) Any appointments to fill a vacancy shall be for the unexpired term
only.
(d) In the event a member of the City Council is appointed to the Committee,
his or her appointment shall be ex officio, and upon expiration of
his or her term of office as councilperson, a vacancy shall be deemed
to exist for the balance, if any, of his or her term on the Independence
Day Committee.
(e) The Director of the Division of Recreation will serve on the Committee
as an ex officio member.

(a) The Committee shall be in full and complete charge of all arrangements
for and the manner of conducting the Independence Day Celebration.
(b) The Committee shall have full and complete charge of all expenditures,
but shall not exceed the sums allocated for the Independence Day activities
in the City budget. The City shall not be liable for any amount greater
than that appropriated by the Council.
(c) All expenditures shall be made in the manner required by the Local
Public Contacts Law and/or City ordinances.
(d) The Committee may solicit funds from interested citizens or other
business organizations or individuals subject to the advance approval
of the Mayor or City Administrator. All funds shall be remitted to
the City Treasurer for deposit into the appropriate account.
(e) The Committee shall elect a Chairman and create and fill such other
offices as it shall deem necessary.
(f) The Committee shall have the power to adopt bylaws, rules and regulations
for the conduct of its business.
(g) The Committee shall have the power to make recommendations to the
Mayor and Council.
(h) For purposes of administration and budgeting, the Independence Day
Committee is hereby assigned within the Division of Recreation.
