No person shall hinder, molest or interfere with anyone authorized or empowered to perform any duty under this chapter.

Except as otherwise provided in this chapter, any person who violates, or who fails, or refuses to comply with the provisions of this chapter shall be subject to the following penalties:
(a) 
For a first offense, a fine of not less than Seventy-Five Dollars ($75.00) nor more than Two Hundred Dollars ($200.00).
(b) 
For a second or subsequent violation, a fine of not less than One Hundred Dollars ($100.00) nor more than Three Hundred Dollars ($300.00).
Upon conviction, the Municipal Judge, in addition to any other remedies available at law, has the discretion of having a dog removed from the City of Plainfield, if the situation so warrants. Any fines or penalties imposed under this Article 5:9-2 shall be in addition to and not in lieu of any fines or penalties for vicious or potentially dangerous dogs as set forth in Section 5:4-1 et seq. or pursuant to any other applicable law.
