SELF-SERVICE LAUNDRY
Means those premises used in whole or in part for the operation of self-service coin operated machines for the washing, laundering or dry-cleaning of clothing, linens, textiles, fabrics, garments or other articles in connection with a business or commercial enterprise.

(a) 
No person shall operate, maintain or use in any public or quasi-public place or in any building, store or other place where the public is invited, any self-service laundry without first obtaining a license from the License Bureau.
(b) 
This Section shall not apply to washing machines and clothes driers in residential buildings used solely by and for the convenience and service of the tenants of the buildings.

Every applicant for a license under this article shall first comply with all the laws of the State of New Jersey and the provisions of all of the Codes and ordinances of the City involving any land or building or the use and occupancy thereof.

(a) 
The application for a license required by this article shall be made in writing to the License Bureau on a form signed by the applicant containing the following information:
(1) 
Full name, address and telephone number of each person interested as owner, lessee or operator of the licensed premises or activity;
(2) 
Location of the premises; and,
(3) 
Number of machines to be licensed in the premises.
(b) 
Upon approval and payment of the prescribed fee, the Mayor shall grant, and the License Bureau issue, the required license under this article.[1]

(a) 
The License Bureau shall not issue a license or renewal thereof until the premises have been inspected by the Fire Inspectors of the Bureau of Fire Prevention.
(b) 
The Bureau of Fire Prevention may request the proper City agency to make special inspections of the premises in compliance with the requirements of law which agency shall after inspection submit its written report to the Bureau of Fire Prevention.
(c) 
Every building shall be inspected at least once every six (6) months by the Fire Inspectors of the Bureau of Fire Prevention and also such inspections as deemed necessary under the provision of Subsection (b) herein.
(d) 
Such inspections shall be permitted by the licensee at all reasonable times and failure to permit such inspections shall be cause to revoke or suspend the license.
(e) 
Within thirty (30) days prior to the expiration of any license and renewal thereof, the Bureau of Fire Prevention may mail written notice to the licensees to apply to such Bureau for inspection of the licensed premises as required under the provision of this article.
(f) 
All inspections and reports required under this article shall be made within thirty (30) days of the filing of the application for a license or renewal thereof.
(g) 
The Bureau of Fire Prevention shall file its written report of inspection to the Mayor prior to the issuance of any license or renewal thereof.
(a) 
The license shall state the:
(1) 
Name of the licensee; and
(2) 
Location of the premises.
(b) 
Every license shall be posted in a conspicuous place upon the licensed premises.

Licenses shall be issued for a period of not more than one (1) year and shall expire on November 1 of each year.
No self-service laundry license shall be transferable, assigned or used by any person other than the one to whom it was issued, or at any location other than the one for which it was issued.

(a) 
The following regulations shall be the minimum standards which all applicants shall meet in addition to the applicable requirements of all codes and ordinances of the City.
(1) 
No machinery used in any self-service laundry shall be operated in a manner as to create undue noise or vibrations to the detriment of the occupants of the premises or the surrounding neighborhood.
(2) 
The entire premises shall be kept clean at all times.
(3) 
All driers shall be so constructed that they may be opened from the inside as well as from the outside.
(4) 
All driers heated by gas must be equipped with an automatic pilot device, complete shutoff type, that will cut off the supply of gas in the event of pilot or gas failure.
(5) 
All electrical wiring, equipment and appliances shall conform to the requirements of the current National Electrical Code.
(6) 
No water or other liquid shall be allowed to remain on floors at any time.
(7) 
Twenty (20) gallon metal trash cans, with lids, shall be provided for disposal of trash within the building.
(8) 
The water temperature of all water supplied to the washing machines shall be kept at a minimum of one hundred and forty (140) degrees Fahrenheit.
(9) 
The premises shall be adequately lighted and at all times open to public view from a public thoroughfare. No blind, screen, partition, curtain or other article shall be left or placed to prevent an unobstructed view of the interior of the premises.
(10) 
Combustible material shall be kept at a safe distance from all heat-producing appliances.
(11) 
The name, address and telephone number of the operator of the premises shall be prominently posted on the premises. There shall be an available telephone either on the premises or immediately outside.
(12) 
There shall be not less than one (1) five (5) pound carbon dioxide extinguisher and two and one-half (2 1/2) gallon water extinguisher provided for each twenty-five (25) machines or portions thereof, accessible to the public and located in same area as the machines.
(13) 
All gas-fired water heaters shall be equipped with an automatic gas shutoff device and a pressure-temperature relief valve.
(14) 
Every licensee shall cause each self-service laundry licensed under this article to be attended at least between the hours of 4:30 P.M. and 6:30 P.M. every day that the premises is open for business, for the purpose of maintaining the equipment in proper working order and the entire premises clean.
Step by step operating instructions for all machines shall be posted in a conspicuous place near the washing and drying machines.
