Pursuant to N.J.S.A. 197(3) (C) the City Council of the City of Plainfield hereby designates restricted parking for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to the provisions of P.L. 1949, C. 280 (C. 39:4-204 et seq.) and Section 1 of P.L. 1977, C. 202 (C. 39:4-1975), by adopting Section 16A-23A, Schedule XXIIIA of Vehicles and Traffic.

No person shall park a vehicle in a zone designated pursuant to the preceding section. Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card properly issued by the New Jersey Division of Motor Vehicles shall be liable to a fine of One Hundred Dollars ($100.00) for the first offense and, for subsequent offenses, a fine of at least One Hundred Dollars ($100.00) and not more than Two Hundred Fifty Dollars ($250.00) and up to ninety (90) days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
