No person shall operate a motor vehicle in or upon any parking lot contiguous to any buildings operated by the Housing Authority of Plainfield or any access roads associated with such parking lots:
(a) 
So as to use such lot or road as a thoroughfare for the purpose of passing from one public street to another,
(b) 
Except for the purpose of entering, parking, and exiting thereon and therefrom,
(c) 
Unless such person has lawful business in or upon such premises,
(d) 
So as to enter the parking lot except in the direction indicated by the arrows marked on the pavement, or
(e) 
So as to obstruct or unreasonably interfere with the ingress or egress of pedestrians to or from, or the progress of motor vehicles or pedestrians within such parking lots or Housing Authority of Plainfield premises.

In the parking lots contiguous to the buildings operated by the Housing Authority of Plainfield or any access roads associated with such parking lots, no person shall:
(a) 
Park any motor vehicle with the exception of persons having lawful business in or upon such premises,
(b) 
Park any vehicle unless said vehicle is parked within designated stall lines,
(c) 
Park any vehicle in any parking stall designated as restricted for use by certain persons, unless such person has obtained the necessary permission to use such parking stall, or
(d) 
Park any vehicles so as to obstruct or unreasonably interfere with the ingress and egress of motor vehicles or pedestrians within such parking lots or Housing Authority premises.
