A. 
Before any person shall be appointed as a member of the Police Department, the Director of Public Safety shall classify, in accordance with the Certification of Eligibles List hereinafter described, all the duly qualified applicants for the position or positions to be filled in the following classes:
(1) 
Class I: Persons who have resided within the Township of Winslow from the announced closing date of the Department of Personnel examination up to and including the date of appointment.
(2) 
Class II: Other persons who have resided in the County of Camden from the announced closing date of the Department of Personnel examination up to and including the date of appointment.
(3) 
Class III: Other persons who are residents of the State of New Jersey from the announced closing date of the Department of Personnel examination up to and including the date of appointment.
(4) 
Class IV: All other persons who are qualified applicants.
B. 
Each such classification must be accorded all other preferences as are set forth in N.J.S.A. 40A:14-123.1a or otherwise prescribed by law.
In making such appointments, the Director of Public Safety shall first appoint all those in Class I and then those in each succeeding class in the order above listed and shall appoint a person or persons in any such class only to a vacancy or vacancies remaining after all qualified applicants in the preceding class or classes have been appointed or have declined an offer of appointment.
The classes of qualified applicants defined herein shall be considered as separate and successive lists of eligibles, and the New Jersey Department of Personnel shall, when requested to certify eligibles for positions, make such certifications from said classes separately and successively and shall certify no persons from any such class until all persons in the preceding class or classes have been appointed or have declined offers of appointment.
This chapter shall apply only to initial appointments and not promotional appointments of persons already members of the Police Department.
In making temporary appointments, the Director of Public Safety shall utilize the classifications set forth herein and shall classify accordingly all duly qualified applicants for the position or positions to be temporarily filled.

The appointing authority is hereby authorized, but shall not be obligated, to hire provisional entry-level law enforcement officers who have not taken a civil service examination, provided said individual successfully completed full Basic Course for Police Officers (BCPO) training at an academy approved and authorized by the New Jersey Police Training Commission within nine months from date of appointment.
