As used in this article, the following definitions shall apply:
AUTOMATED SOLID WASTE/RECYCLE COLLECTION
The method of collecting solid waste and recycling through the use of mechanical collection equipment and special containers to accommodate the collection.

CONTAINERIZED
The placement of yard waste in a clearly marked "yard waste" trash can, or biodegradable bag, such as to prevent the yard waste from spilling or blowing out into the street and coming into contact with stormwater.

CORRUGATED BOXES
The term "corrugated boxes" as used herein shall be heavy cardboard used to contain material for storage or shipment.
E-WASTE
Any discarded electronic or electric devices or their parts also called electronic waste. E-waste will not be collected curbside. All E-waste must be disposed of through an approved E-waste disposal site.

GLASS
All products made from silica or sand, soda ash and limestone, the product being transparent or translucent and being used for packaging or bottling of various matter and all other material commonly known as glass, excluding, however, blue and flat glass commonly known as window glass.
LEAVES
The term "leaves" shall apply to the organic waste product of trees and bushes as defined by N.J.P.L. 1987, c. 102.
METAL
The term "metal" as used herein shall be deemed to include washers, dryers, refrigerators, dishwashers, hot water heaters, cabinets, lawnmowers, swing sets and other items similar in nature.
PERSON
Any individual, corporation, company, partnership, firm, association, or political subdivision of this State subject to municipal jurisdiction.

RECYCLABLE MATERIAL
The term "recyclable" as used herein shall be deemed to include used papers, corrugated boxes, glass, used cans, leaves, brush, e-waste and Christmas trees, as defined by this article.

RECYCLABLE WASTE CONTAINER
Shall mean a specially designed wheeled black with green lid ninety-six (96) gallon container issued by the Township to its residents to accommodate the automated collection operation to be used for the deposit, disposal, and collection of recyclable waste. These containers are property of the Township.

SINGLE STREAM RECYCLING
Single stream (also known as "fully commingled" or "single-sort") recycling refers to a system in which all paper fibers, plastics, metals, and other containers are mixed in a collection truck, instead of being sorted by the resident into separate commodities.

SOLID WASTE
The term "solid waste" as used herein shall be deemed to include all garbage and rubbish normally collected by the Township of Winslow or its authorized agents.
STREET
Any street, avenue, boulevard, road, parkway, viaduct, drive, or other way, which is an existing State, county or municipal roadway, and includes the land between the street lines, whether improved or unimproved, and may comprise pavement, shoulders, gutters, curbs, sidewalks, parking areas and other areas within the street lines.

USED CANS
The term "cans" shall be deemed to include all disposable metal food and beverage containers fabricated primarily of aluminum, steel, tin and bimetal and commonly used for soda, beer, or other beverages and for vegetable, fruits and other condiments and usually having a capacity of up to sixty-four (64) ounces.
USED PAPER
The term "used paper" as used herein shall be deemed to include paper of the type commonly referred to as newsprint which is used for newspapers, distributed at stated intervals, usually daily or weekly, having printed thereon news and opinions and containing advertisements and other matters of public interest, plus kraft brown paper, magazines, telephone books, catalogues, advertising supplements, hardbound and paperback books, office and school paper, envelopes, computer paper, and all other paper not contaminated with plastic, wax, food, or other organic material.
YARD WASTE
Brush, limbs, grass clippings and the like.

All residential recyclable material, including yard waste, shall be placed for collection according to the following minimum standards:
A.

(1) 
Single stream recycling. Newspaper, corrugated cardboard, phone books, chipboard paperboard boxes, beverage cartons, cardboard beverage carriers, paper bags, file folders, office paper and paper towel rolls, paperback books, magazines, brochures, inserts, greeting cards, regular and junk mail, aluminum and metal cans, #1 and #2 plastic bottles, steel bottle caps and metal jar lids, shall be placed together in the black container with the green lid ninety-six (96) gallon container provided by the Township.
(2) 
Corrugated cardboard and paper bags must be flattened. Newspapers, magazines or other paper recyclables shall not be placed in bags tied or bundled prior to placement in cart or bucket provided for single stream recycling. All containers must be empty and rinsed, plastic lids and caps must be removed and discarded as trash.
(3) 
No plastic bags are to be placed in recyclable containers.
(4) 
All commingled cardboard and newspaper must be placed in Township supplied ninety-six (96) gallon recyclable containers. Loose recyclables placed outside the cart or bucket is prohibited.
B. 
Appliances/white goods. Appliances (white goods), as defined above, are collected on a scheduled day, one time per week. Residents must call the Department of Public Works to schedule collection of these items on a weekday assigned.

(1) 
Yard waste. Grass clippings, leaves, vegetative waste from lawns/flower beds and tree brush /shrubs and vegetative debris shall be placed in biodegradable paper bags, open containers or tied and bundled as applicable. Yard waste must be placed curbside, behind or beside the solid waste and recycling containers, a maximum of four (4) feet behind the curb or edge of the roadway, in front of the residential structure. No individual item (bag, container or bundles) shall weigh in excess of fifty (50) pounds. Larger branches and limbs shall be cut into four (4) foot lengths and securely tied in bundles with total weight not in excess of fifty (50) pounds. Containers being used for yard waste must be clearly labeled "Yard Waste," container size should not be in excess of fifty (50) gallons, and are prohibited from having a hinged or attached lid. Recyclables shall not be mixed with solid waste. Commingling of solid waste and recyclables is a violation and will be subject to a penalty described in Section 153-12.
(2) 
Placement of all yard waste including but not limited to grass clippings, leaves and brush in plastic bags for Township collection is prohibited and will not be collected by the Township. It is recommended that residents consider a "cut it and leave it" program where grass cuttings are left on the lawn.
(3) 
The owner or occupant of any property, or any employee or contractor of such owner or occupant engaged to provide lawn care or landscaping services, are only allowed to sweep, rake, blow or otherwise place leaves that are not containerized at the curb or along the street seven (7) days prior to a scheduled and announced collection, and shall not be placed closer than ten (10) feet from any storm drain inlet. Leaf collection is twice a year, Spring Collection begins April 1st through May 31st and Fall Collection begins November 1st through December 31st of the current year. Placement of such leaves at the curb or along the street at any other time or in any other manner is a violation of this article. If such placement of leaves occurs, the party responsible for placement of the leaves must remove the leaves from the street upon notice from the Township, or said party shall be deemed in violation of this section. Vehicles should not be parked close to the leaves so that your leaves can be easily accessed, for removal and shall not be placed closer than ten (10) feet from any storm drain inlet. If such placement of leaves occurs, the party responsible for placement of the leaves must remove the leaves from the street or said party shall be deemed in violation of this section.
(4) 
Prohibited recycling materials. The following items can be brought to the Department of Public Works, small amounts of automotive tires without rims, motor oil in sealed containers, automotive batteries and residential electronics (e-waste). These items cannot be placed curbside.

The owner or occupant of any property, or any employee or contractor of such owner or occupant engaged to provide lawn care or landscaping services, shall not sweep, rake, blow or otherwise place yard waste in the street, unless the yard waste is placed in proper containers with suitable handles, clearly marked "yard waste" and all of the aforementioned shall be of such weight and design as to be conveniently handled by one (1) man, and no receptacle or bundles, together with contents, shall weigh more than fifty (50) pounds. If yard waste that is not containerized is placed in the street, the party responsible for placement of yard waste must remove the yard waste from the street upon notice from the Township, or said party shall be deemed in violation of this section. Branches shall be cut in four (4) foot lengths and placement of yard waste must remove the yard waste from the street or said party shall be deemed in violation of this section. The only exception would be loose leaves during leaf collection season.

From time placement at the curb by anyone of recyclable materials for collection by the Township of Winslow in accordance with the terms hereof, items shall be and become the property of the Township of Winslow or its authorized agent. It shall be a violation of this article for any person not authorized by the Township of Winslow to collect or pick up or cause to be collected or picked up any such items including recycling buckets. Any and each such collection in violation hereof from one (1) or more residences shall constitute a separate distinct offense punishable as hereinafter provided.

Any person who shall violate any of the provisions of this article shall upon conviction thereof, be subject to a fine not exceeding five hundred dollars ($500.) or to imprisonment for a term not exceeding ninety (90) days, or both.
