No person or persons shall obstruct any street or streets or
alley with any encumbrance whatsoever unless as otherwise expressly
permitted herein, nor shall any person or persons operate a vehicle
upon a street or alley in such a way as to interfere with the efficient
flow of traffic.
Any person or persons violating this Article of this chapter
shall, upon conviction, be punishable by a fine of not more than five
hundred dollars ($500.) or by imprisonment for a term not exceeding
ninety (90) days, or by both such fine and imprisonment in the discretion
of the Court.
