As used in this chapter, unless another meaning is clearly apparent
from the language or context, the following terms shall have the meanings
indicated:
AUTOMOBILE TRAILER, TRAILER COACH, TRAILER OR MOBILE HOME
Any vehicle or structure so designed and constructed in such
manner as will permit occupancy thereof as sleeping and living quarters
for one (1) or more persons and so designed that it is or may be mounted
on wheels and used as a conveyance on highways or city streets, propelled
or drawn by its own or other motive power, excepting a device used
exclusively upon stationary rails or tracks, also excepting any body
detached from an automobile, truck, bus, trolley car, railway coach
or car.
PERSON
Includes a person, partnership, firm, company, corporation,
tenant, owner, lessee or licensee, their agents, heirs or assigns.
TRAILER CAMP
Any park, trailer park, trailer court, court, camp, site,
lot, parcel or tract or land designated, maintained or intended for
the purpose of supplying a location or accommodations for any trailer
coach or trailer coaches and upon which any trailer coach or trailer
coaches are parked, and includes all buildings used or intended for
use as part of the equipment thereof whether a charge is made for
the use of the trailer camp and its facilities or not. "Trailer camp"
shall not include automobile or trailer sales lots on which unoccupied
trailers are parked for purposes of inspection and sale, or a resident
of Winslow Township who is hereinafter designated as being permitted
to park one (1) trailer owned by said resident at his home site, provided
that said home site is a permanently located and established building
occupied by said resident and provided further that said trailer is
not used or occupied by anyone for living purposes while so parked.
UNIT
A section of ground in a trailer camp of not less than three
thousand eight hundred twenty-five (3,825) square feet of unoccupied
space in an area designated as the location for not exceeding two
(2) automobiles and one (1) trailer.
No person owning, leasing or having control of the use of any lot or tract of land within the Township of Winslow shall permit any trailer to be located, parked, kept or maintained thereon unless said lot or tract is a trailer camp conducted, maintained and licensed in full and in complete compliance with all the provisions of this chapter, except in the case of a resident of Winslow Township who is permitted to park one (1) trailer at his home site, as more particularly set forth in §
266-3 hereinabove, who shall only be required to register by a duly completed application form filed with the Township Clerk, establishing the right as a resident so to park a trailer at his home site.
Automobile trailer camps will be permitted only in an area zoned
rural by the Winslow Township Zoning Ordinance and Zone Map.
An adequate supply of pure water for drinking and domestic purposes
shall be supplied to meet the requirements of each trailer. Such water
shall be supplied by direct connection to each trailer.
No person shall permit or suffer any trailer camp conducted,
maintained or managed by him, or situated or located upon premises
owned by him, to be used for immoral purposes, nor permit or suffer
the violation thereon or therein of any penal law of this state or
ordinance of the Township of Winslow.
No person shall conduct or maintain any trailer camp within
the Township of Winslow, nor shall any person park, locate, keep house
or maintain any trailer in or upon any trailer camp premises within
said township, unless said trailer camp is licensed as herein provided.
Upon receipt of said application in proper form, the Township
Clerk shall refer the same to the Health Officer, Building Inspector,
Township Engineer and Fire Marshal. Each such officer shall forthwith
review the said application and view the proposed site and either
approve or disapprove the application, setting forth in writing his
reasons therefor. The application shall then be referred to the Township
Committee of the Township of Winslow for final determination as to
whether the application shall be granted or refused.
The number of trailer parks permitted in the Township of Winslow
shall be limited to three (3).
In case of failure or refusal to comply with any terms or provisions
of this chapter, the Township Committee may, after notice and hearing,
refuse or revoke any license applied for or granted hereunder.
Any person aggrieved by an order of the Board of Investigators
granting, denying, renewing or revoking a license for a trailer camp
or tourist camp under this chapter may file a written request for
a hearing before the Board within ten (10) days after issuance of
such order. The Board shall give notice of a public hearing upon this
request, to be held in not less than five (5) days after service of
the notice, to the person requesting the hearing. The Board may also
give notice of the hearing to other persons directly interested in
the order in question. At such hearing the Board shall determine whether
the granting, denial, renewal or revocation of the license was in
accordance with the provisions of this chapter and shall issue written
findings of fact, conclusions of law and an order to carry out its
findings and conclusions. These findings of fact, conclusions of law
and order shall be filed with the Secretary of the Board and served
by the Board upon all parties appearing or represented at said hearing.
Any person who shall violate any terms or provisions of this
chapter shall, upon conviction thereof, be subject to imprisonment
for a term not exceeding ninety (90) days or to a fine not exceeding
two hundred dollars ($200.), or both. Each day that a violation of
any of the terms or provisions of this chapter shall continue shall
constitute a separate offense.
