There is hereby created the Department of Police, the head of
which shall be the Chief of Police, who shall be appointed by the
Mayor, with the advice and consent of Council, for the term of the
Mayor appointing him, and until appointment and qualification of a
successor, to be paid such compensation as shall be fixed from time
to time by the general salary ordinance.

The Chief of Police, subject to the direction and supervision
of the Mayor, shall be responsible for the proper and efficient conduct
of all public safety functions of the Township government, shall supervise
and direct the work of the Police Department, and shall be the appointing
authority for all technical personnel necessary to carry out the functions
of the Department. He shall be responsible for the proper and efficient
conduct of the Department and the supervision of its activities.
The Township shall appoint a Chief of Police who shall have
all of the powers set forth in N.J.S.A. 40A:14-118 and who shall be
directly responsible to the Mayor for the efficiency and routine day-to-day
operations of the Police Department. The Chief of Police shall, pursuant
to policies established by the Mayor:
a. Administer and enforce rules and regulations and special emergency
directives for the disposition and discipline of the force and its
officers and personnel.
b. Have, exercise and discharge the functions, powers and duties of
the force.
c. Prescribe the duties and assignments of all subordinates and other
personnel.
d. Delegate authority as the Chief may deem necessary for the efficient
operation of the force to be exercised under the Chief's direction
and supervision.
e. Report at least monthly to the Mayor in such form as shall be prescribed
by the Mayor on the operation of the force during the preceding month,
and make such other reports as may be requested by the Mayor.

A Police Department is hereby established in the Township, under
the name of "Police Department of the Township of Cherry Hill, Camden
County, New Jersey."
The following positions and lines of authority are hereby created.

The Police Force, Auxiliary Police and Emergency Management,
heretofore established and functioning are now contained within the
Department of Police with the organization, rules and regulations
established by State statute or local ordinance. The Department of
Police shall have all the functions, powers, duties and responsibilities
prescribed by general law, any provisions of this chapter, and ordinances
relating to the Department.

In accordance with N.J.S.A. 40A:14-118, the Mayor is hereby
designed as the "appropriate authority."

The head of the subdivision of Emergency Management shall be
the Emergency Management Coordinator. The Coordinator shall be appointed
by the Mayor to serve, for a three (3) year term, in accordance with
Chapter 184, Laws of 1977, with the powers and duties as set forth
in Public Law 1953, Chapter 438, and shall have all the powers and
perform all the duties prescribed by general law and Township ordinances.

The Office of Emergency Management shall report to the Mayor
through the Chief of Police. The office shall consist of the Emergency
Management Coordinator, who is an employee and resident of the Township,
as required by law. The Coordinator shall be assisted by Deputy Emergency
Management Coordinators appointed by the Emergency Management Coordinator.
The Office of Emergency Management shall also consist of a Radio Amateur
Civil Emergency Services Unit (RACES), Emergency Management Volunteer
and a Community Emergency Response Team (CERT).
