The purpose of this section is to reconfirm and reestablish
the office of emergency management coordinator, in accordance with
all applicable statutes including N.J.S.A. App. A:9-40.1.

The emergency management coordinator shall be responsible for
planning, activating, coordinating, and conducting disaster control
operations in the borough, as well as all other duties as required
by State or Federal disaster or emergency control statutes, regulations,
executive orders, or directives. The emergency management coordinator
is empowered to proclaim a state of local emergency to enforce orders
necessary to protect life and property in an emergency, in accordance
with the terms of N.J.S.A. App. A:9-40.5 and all applicable rules,
orders, and directives. The coordinator shall confer with the mayor,
or the council president if the mayor is not available, before making
any proclamations.

The emergency management coordinator shall be appointed by the
mayor.

The emergency management coordinator shall serve for a term
of three (3) years. The emergency management coordinator shall be
a resident of the borough and shall complete all required courses
within one (1) year of appointment. If the emergency management coordinator
fails to complete the then-current and approved courses within one
(1) year of appointment, then he/she shall be disqualified from holding
office, and a vacancy in the office shall be deemed to be created.

During any three (3) year term of office, the emergency management
coordinator may be removed for cause by the Governor. Upon the removal
of the emergency management coordinator, the mayor shall, within ten
(10) days of the vacancy, appoint a new emergency management coordinator
with the approval of the Governor.

The purpose of this section is to reconfirm and reestablish
the office of deputy emergency management coordinator, pursuant to
N.J.S.A. App. A:9-40.3.

The deputy emergency management coordinator shall assist the
emergency management coordinator in all of his/her duties.

The emergency management coordinator shall appoint a deputy
emergency management coordinator from among the salaried employees
of the Borough of Bogota.

The deputy emergency management coordinator shall serve for
a term of one (1) year, or until the termination of his/her employment
with the borough, whichever comes first.

The deputy emergency management coordinator may be removed for
cause during his/her term of office, by the mayor upon the recommendation
of the emergency management coordinator.

The purpose of this section shall be to establish an emergency
management council as the designated emergency management control
agency, or other designated controlling agency, pursuant to all applicable
State and Federal laws including, N.J.S.A. App. A:9-41; P.L. 2042,
c. 251, p. 683, § 9; P.L. 2053, First Special Session, c.
438, p. 2407 § 11; and Executive Order No. 101, dated December
17, 1980.

The emergency management council shall be funded from money
appropriated for it by the governing body of the borough. This shall
not limit other borough agencies from including in their budgets such
funds as may be dedicated to the support of the activities of the
emergency management council or for emergency management control.
