[1982 Code § 37-1]
The office of Borough Administrator is hereby created by and
subject to the provisions of this Article and in accordance with N.J.S.A.
40A:9-136 to 40A:9-138, inclusive.

a. The Borough Administrator shall be appointed by the Mayor with the
advice and consent of the Borough Council. If the Mayor fails to nominate
within thirty (30) days after the office of Borough Administrator
is created or after the office becomes vacant, or the Borough Council
fails to confirm any nomination made by the Mayor, then after the
expiration of the thirty (30) days the Borough Council shall appoint
a Borough Administrator. A majority vote of at least three (3) affirmative
votes shall be required for such appointment. The Mayor shall vote
only in case of a tie vote. The Borough Administrator need not be
a resident of the Borough of Little Ferry in order to qualify for
the office. In the event of a vacancy, the Mayor shall appoint himself
and two (2) members of the Borough Council to serve as a Screening
Committee, and the Screening Committee shall advertise the vacancy
and conduct interviews. At the conclusion of the interviews, the Screening
Committee may make recommendations to the entire Governing Body.
b. The Administrator may be removed by a two-thirds (2/3) vote of the
Governing Body. The resolution of removal shall become effective three
(3) months after its adoption by the Governing Body. The Governing
Body may provide that the resolution shall have immediate effect;
provided, however, that the Governing Body shall cause to be paid
to the Administrator any unpaid balance of his salary and his salary
for the next three (3) calendar months following adoption of the resolution.

The Borough Administrator shall be appointed on the basis of
administrative qualifications with special regard to education and
training in business and government affairs and experience therein.
The Borough Administrator shall have a college degree. No elected
member of the Governing Body may receive such appointment either during
his term of office or within one (1) year after the expiration of
his term. Preference may be given to a resident of the Borough of
Little Ferry, provided that the resident has the requisite administrative
qualifications as outlined above.

The rate of compensation for the Borough Administrator is hereby
fixed and determined to be as set forth in the Salary Ordinance of
the Borough. There shall be a minimum and a maximum rate of compensation,
or a range for the payment of compensation, within such minimum and
maximum range as the Mayor and Borough Council shall hereafter determine
by resolution. The compensation may be changed from time to time by
the General Salary Ordinance of the Borough.

The Borough Administrator shall act as the chief administrative
officer of the Borough. His duties shall include the development of
rules and regulations for administrative procedures governing operation
of all departments, personnel management and general coordination
of departments, offices, boards and agencies of the Borough, all for
the purpose of increasing the effectiveness and efficiency of the
Borough government and promoting its economic operation. All rules
and regulations promulgated by the Borough Administrator shall be
subject to approval by a majority vote of the Borough Council. The
Borough Administrator shall perform the duties hereinafter enumerated
and such other duties as may be assigned to him by the Mayor with
the consent of the Borough Council.
a. He shall act as the chief administrator of the Borough government
and, as such, will supervise all salaried personnel of the Borough
through the respective department heads unless otherwise provided
for by law or by this chapter.
b. He shall coordinate the functions of all departments, boards, agencies,
offices, officials and employees of the Borough and shall maintain
liaison with the Board of Education of the Borough.
c. He shall collect all data and prepare a proposed budget for consideration
by the Mayor and Borough Council, annually, on or before December
15 of each year after obtaining requests for appropriations from all
departments of the Borough and consulting with the department heads.
The proposed budget shall be accompanied by the proper supplemental
detail in support of the proposed budget appropriation with a comparison
of the prior year's expenditure and an analysis of the proposed expenditures
with recommendations regarding the feasibility thereof. Upon adoption
of the budget, current accounts of the expenditures made shall be
kept on a monthly basis based upon the supplemental detail of the
adopted budget.
d. He shall require the various departments of the Borough to furnish
annually an adequate inventory of all equipment, materials and supplies
in stock and recommend the sale of any surplus, obsolete equipment,
materials and supplies.
e. He shall cause to be prepared and have custody of all municipal records
not required by law to be kept by another officer of the Borough and
establish and ensure the maintenance of a coordinated filing system
for all Borough departments, offices, boards and agencies.
f. He shall keep the Mayor and Borough Council currently informed on
all matters within his jurisdiction by submitting such reports as
he deems advisable or as requested by the Mayor and Borough Council
and prepare and present to the Mayor and Borough Council an annual
report on Borough matters and make such other reports as from time
to time the Mayor and Borough Council may require.
g. He shall advise the Mayor and Borough Council on all matters of administration,
organization and personnel and assign office personnel to the performance
of various duties in various departments. He shall study, recommend,
implement and enforce personnel organization and policy of the Borough
and implement vacation policy as established by the Borough Council
for all departments, except as otherwise provided by statute for Police
and Fire Departments.
h. He shall study, recommend, implement and enforce procedures and policy
of the Borough and its departments for receipt, dissemination and
collation of and responses to communications and requests for information,
after consultation with department heads, and receive, distribute
and follow up requests for information and complaints from citizens
and keep the Mayor and Borough Council informed on such matters.
i. He shall attend all meetings of the Mayor and Borough Council unless
excused by that body.
j. He shall give advice to the Governing Body on background information
in all matters it requests as an aid to the establishment of policy
or legislation.
k. He shall follow up on matters of interest to the Governing Body and
bring them to a conclusion under its direction.
l. He shall make recommendations to the Governing Body on legislation
concerned with the health, safety and welfare of the community.
m. He shall prepare and distribute, with the approval of the Governing
Body, information concerning municipal affairs.
n. He shall approve and recommend to the Mayor and Borough Council the
payment of all bills and vouchers, subject to preaudit and control
as prescribed by law.
o. The Borough Administrator shall be responsible to recommend to the
Governing Body the selection, discipline or the removal of department
heads, as well as the recommendation of the employment of the department
heads; however, the Mayor and Borough Council shall make the final
determination in these matters.
p. He shall investigate, at any time, the affairs of any department
of the Borough and report any and all findings to the Mayor and Borough
Council.
q. He shall see that all terms and conditions imposed in favor of the
Borough or its inhabitants in any statute, public utility franchise
or other contract are faithfully kept and performed, and upon knowledge
of any violation, call the same to the attention of the Borough Council.
r. He shall study the governmental and administrative operations and
needs of the Borough government and prepare and recommend to the Borough
Council for adoption such plans, programs and measures as he may deem
necessary or expedient to meet any present and foreseeable needs.
s. He shall perform such other duties as may be required and prescribed
by the Mayor and Borough Council.

a. Appointment; Term. Pursuant to N.J.S.A. 40A:9-133, the Mayor and
Borough Council shall appoint a Borough Clerk for a three (3) year
term.
b. Qualifications. No person shall be appointed or reappointed as Borough
Clerk unless he shall have a registered Municipal Clerk Certificate
issued pursuant to N.J.S.A. 40A:9-133 et seq.
c. Tenure. Any person who shall hold and having held such office as
Borough Clerk continuously for five (5) years from the date of his
original appointment shall have tenure in such office and shall not
be removed from such office except for good cause shown after a fair
and impartial hearing as provided in N.J.S.A. 40A:9-134. The definition
of good cause for removal may include the failure of the Borough Clerk
to meet the continuing education requirements set forth in N.J.S.A.
40A:9-133.10.
[1982 Code §§ 37-8—37-13]
a. Clerk of Council and Secretary of Committees. The Borough Clerk shall
serve as Clerk of the Borough Council and as Secretary of any special
legislative committees of the Borough Council. The Clerk shall attend
all meetings of the Borough Council and of such committees when required
by the Chairman and shall keep the minutes of the meetings of the
Borough Council and of such committees. The minutes of each meeting
of the Borough Council shall be signed by the officer presiding at
the meeting and by the Borough Clerk.
b. Recording of Ordinances and Resolutions.
1. The Borough Clerk shall record all ordinances in books to be provided
for that purpose. After each ordinance he shall also record and certify
the proof of publication thereof as required by law. Each ordinance
so recorded shall be signed by the Mayor and the Borough Clerk, who
shall attest that it was duly adopted upon a date stated, and when
so signed the recorded copy shall be deemed to be a public record
of the ordinance. Any omission by the Borough Clerk or the Mayor to
record, sign or certify as herein required shall not impair or affect
the validity of any ordinance which has been duly adopted.
2. At the close of each year the Borough Clerk, with the advice and
assistance of the Borough Attorney, shall bind, compile or codify
all the ordinances, or true copies thereof, which then remain in force
and effect. He shall also properly index the record books, compilation
or codification of ordinances.
c. Custody of Records. The Borough Clerk shall have custody of and shall
safely keep all records, books and documents of the Borough, except
those committed by ordinance to any other office or transferred thereto
by the Mayor and Borough Council. The Borough Clerk shall, upon request
and upon the payment of the fees prescribed therefor by resolution
of the Borough Council for the use of the Borough, furnish a certified
copy of any such paper in his custody under the Corporate Seal of
the Borough.
d. Use of Corporate Seal. The Borough Clerk shall cause the Corporate
Seal of the Borough to be affixed to instruments and writings when
authorized by ordinance or resolution of the Borough Council or when
necessary to exemplify any document on record in his office or to
certify any act or paper which from the records in his office shall
appear to have been a public act of the Borough or a public document.
The Borough Clerk shall not affix the seal or cause or permit it to
be affixed to any other instrument, writing or other paper unless
required by law or ordinance.
e. Custody of Surety Bonds and Contracts. The Borough Clerk, subject
to the supervision of the Mayor and Borough Council, shall:
1. Be the depository and custodian of all official surety bonds furnished
by or on account of any officer or employee, except his own bond,
which shall be placed in the custody of the Treasurer; of all insurance
policies upon or with respect to risks insured for the benefit of
the Borough or to protect it against any claim, demand or liability
whatsoever; and of all formal contracts for work, labor, services,
supplies, equipment and materials to which the municipality may be
a party pursuant to N.J.S.A. 40A:5-34 as amended, supplemented and
in effect.
2. Be the depository for and have custody of all performance bonds running
to the Borough as obligee, or any other form of security given by
any contractor, subdivision developer or other persons on account
of work done or to be done in or for the Borough.
3. Have custody of all leases of property owned by the Borough.
4. Report to the Borough Council annually, at such time as the Borough
Council may require, on the coverage, expiration date and premium
of each surety bond and contract of insurance, and on the nature and
terms of outstanding leases, the rent reserved by each and their respective
expiration dates.
f. Additional functions and duties. In addition to such other functions,
powers and duties as may be prescribed by ordinance and subject to
the supervision and direction of the Mayor and Borough Council, the
Clerk shall:
1. Perform all of the functions required of Municipal Clerks by the
General Election Law (Title 19 of the Revised Statutes) and any other
law or ordinance.
2. Administer the provisions of Borough ordinances with reference to
the licensing of occupations and activities for which licenses are
required by law or ordinance to be obtained from the Borough Clerk.
3. Have such other, different and additional functions, powers and duties
as may be prescribed by law or ordinance or delegated to him by the
Mayor and Borough Council.

a. Office Created. Pursuant to N.J.S.A. 40A:9-135 the office of the
Deputy Borough Clerk is hereby created in the Borough.
b. Appointment and Confirmation. The Deputy Borough Clerk shall be appointed
by the Mayor and confirmed by the Borough Council in accordance with
the laws relating to appointive officers.
c. Term of Office. The term of office of the Deputy Borough Clerk shall
be for one (1) year and shall continue until the successor to the
office shall have been appointed and confirmed or until the office
shall have been abolished.
d. Powers and Duties. The Deputy Borough Clerk shall assist and be under
the direction of the Borough Clerk in the performance of his duties
and shall perform such other duties as the Borough Council may prescribe.
In the absence or temporary disability of the Borough Clerk, the Deputy
Borough Clerk shall perform the duties of the Borough Clerk.

The Borough Attorney shall be appointed for a term of one (1)
year by the Mayor with the advice and consent of the Borough Council.
He shall be an attorney at law of New Jersey, but need not be a resident
of the Borough.
[1982 Code § 37-26]
The Borough Attorney shall have such powers and perform such
duties as are provided for the office of Borough Attorney by general
law or ordinances of the Borough. He shall represent the Borough in
all judicial and administrative proceedings in which the municipality
or any of its officers or agents may be a party or have an interest.
He shall give all legal counsel and advice where required by the Mayor
and Borough Council and shall, in general, serve as the legal adviser
to the Mayor and Borough Council on all matters of Borough business.
In furtherance of such general powers and duties but without limitation
thereto, the Borough Attorney shall:
a. Draft or approve as to form and sufficiency all legal documents,
contracts, deeds, ordinances and resolutions made, executed or adopted
by or on behalf of the municipality.
b. Conduct appeals from orders, decisions or judgments affecting any
interest of the Borough as he may in his discretion determine to be
necessary or desirable or as directed by the Mayor and Borough Council.
c. Subject to the approval of the Mayor and Borough Council, have power
to enter into any agreement, compromise or settlement of any litigation
in which the Borough is involved.
d. Render opinions, in writing, upon any question of law submitted to
him by the Mayor and Borough Council with respect to their official
powers and duties and perform such duties as may be necessary to provide
legal counsel to the Mayor and Borough Council in the administration
of municipal affairs.
e. Supervise and direct the work of such additional attorneys and technical
and professional assistants as the Mayor and Borough Council may authorize
for special or regular employment in or for the municipality.

The Attorney's salary as provided in the Salary Ordinance of
the Borough shall be deemed just compensation for his attendance at
meetings of the Borough Council and for the giving of advice, both
written and oral, to the Mayor and Borough Council. With respect to
all other services performed by the Attorney, he shall be compensated
for the reasonable value of his services.

There shall be a Borough Engineer, who shall be appointed for
a term of one (1) year by the Mayor with the advice and consent of
the Borough Council. In lieu of appointing an individual to be the
Borough Engineer, the Mayor and Borough Council may appoint a firm
of engineers, each member of which shall be a licensed professional
engineer of the State of New Jersey. The Borough Engineer shall receive
such compensation as may be agreed upon and determined by the Borough
Council pursuant to N.J.S.A. 40A:9-140.

a. The Borough Engineer shall be a duly licensed professional engineer
of the State of New Jersey and shall perform such duties as are prescribed
by general law and ordinance, and in addition shall:
1. Prepare or cause to be prepared plans, designs and specifications
for public works and improvements undertaken by the Borough either
on force account or by public contract.
2. Provide and maintain surveys, maps, plans, specifications and control
records with respect to public works and facilities owned or operated
by the Borough.
3. Provide technical and engineering advice and assistance to other
Borough departments as needed.
b. All papers, documents, memoranda, reports and other materials relating
to the administration of engineering duties of the Borough Engineer
shall be and remain the property of the Borough. Upon the termination
of his services with the Borough, the Borough Engineer shall forthwith
surrender to any successor all such property.

In accordance with N.J.S.A. 40A:9-140.10, the Chief Financial
Officer shall be appointed by the Mayor with the advice and consent
of the Borough Council for a term of four (4) years, which shall run
from January 1 in the year in which he is appointed. He shall be a
Certified Municipal Finance Officer and shall possess all other qualifications
required for such position as set forth in N.J.S.A. 40A:9-140.1 et
seq. The Borough Chief Financial Officer must be a resident of the
State of New Jersey.

The Chief Financial Officer shall:
a. Carry out the responsibilities set forth in the "Local Government
Supervision Act," N.J.S.A. 52:17BB-1 et seq.;
b. Describe, develop, maintain, approve and enforce all financial systems
and procedures, and install uniform charts of accounts for all departments
of the municipal government;
c. Make revenue and expenditure estimates for the Mayor and Borough
Council;
d. Maintain the Borough accounts and financial records;
e. Control all expenditures within the limits of appropriations;
f. Pre-audit bills and claims;
g. Supervise voucher checks for signature;
h. Supervise payrolls for approval by the Mayor and Borough Council
or as provided in the Salary Ordinance;
i. Have the safekeeping and custody of all municipal securities, investments
and bonds in the Borough;
j. Supervise financial proceedings for the issuance of municipal bonds
of the Borough, subject to requirements of law, ordinance or resolution;
k. Invest and reinvest surplus or idle funds of the Borough, subject
to the approval of the Mayor and Borough Council;
l. Assist in administering all matters relating to status rights and
benefits of employees of the Borough under employee benefit and welfare
programs;
m. Promptly pay interest and principal on municipal obligations as they
fall due;
n. Pursuant to N.J.S.A. 40A:9-140.1, the Chief Financial Officer shall
also be responsible for the proper financial administration of the
Borough under the "Local Bond Law" (N.J.S.A. 40A:2-1 et seq.); the
"Local Budge Law" (N.J.S.A. 40A:4-1 et seq.); the "Local Fiscal Affairs
Law" (N.J.S.A. 40A:5-1 et seq.); the "Local Public Contracts Law"
(N.J.S.A. 40A:11-1 et seq.) and such other statutes, and such rules
and regulations promulgated by the Director of the Division of Local
Government Services, the Local Finance Board, or any other State agency,
as may pertain to the fiscal administration of the Borough.

The compensation for the Chief Financial Officer shall be established
by ordinance.

The Chief Financial Officer shall enter into a bond in favor
of the Borough of Little Ferry in such amount as may be prescribed
by the Mayor and Borough Council which bond shall be approved as to
form and surety by the Borough Attorney and shall be filed with the
Borough Clerk.

a. Any person who has served as the Chief Financial Officer of the Borough
for four (4) consecutive years and who is reappointed as the Borough's
Chief Financial Officer shall be granted tenure of office upon filing
with the Borough Clerk and with the Division of Local Government Services
in the Department of Community Affairs a notification evidencing his
compliance with this section.
b. Thereafter, the person shall continue to hold office during good
behavior and efficiency, and shall not be removed therefrom except
for just cause and then only after a public hearing upon a written
complaint setting forth the charge or charges against him pursuant
to N.J.S.A. 40A:9-140.9 or upon expiration or revocation of certification
by the Director of the Division of Local Government Services pursuant
to N.J.S.A. 40A:9-140.12.

The Treasurer of the Borough of Little Ferry shall be appointed
by the Mayor and Borough Council. When no other person is designated,
the Borough Tax Collector shall be the Treasurer of the Borough of
Little Ferry. He shall serve for a term of one (1) year.
[1982 Code § 37-16]
The Treasurer shall have, perform and exercise all of the functions,
powers and duties as provided by general law and Borough ordinances.
He shall keep and maintain books and records of all financial transactions
of the Borough in accordance with the standards and requirements of
the Division of Local Finance in the Department of Community Affairs
of the State of New Jersey. He shall have custody of all public moneys
of the Borough and shall make monthly reports to the Mayor and Borough
Council of all receipts, expenditures, commitments and unexpended
appropriations. All moneys received from any source by or on behalf
of the Borough or any department, board, office or agency thereof,
except as otherwise provided by Borough ordinance, shall be paid to
the Treasurer, who shall, by the next ensuing bank day after their
receipt, deposit them in the authorized public depository of the Borough
to the credit of the proper account.

Disbursements in payment of bills and demands shall be made by the Treasurer upon approval by the Mayor and Borough Council, except that payments from the payroll account shall be made pursuant to subsection
2-11.4. Every check shall be in the form of a check payable to the order of the person entitled to receive it and shall specify the purpose for which it is drawn and the account or appropriation to which it is chargeable. Each check shall bear the signatures of the Mayor or Borough Council President, the Treasurer or Acting Treasurer and the Borough Clerk.

There shall be an account to be designated the "Borough of Little
Ferry Payroll Account" and from time to time the Borough Treasurer,
upon receipt of a check for the amount due such payroll account, shall
deposit the same to the credit of the payroll account, charging the
appropriate budgetary accounts therewith. Disbursement from the payroll
account may be made by payroll checks signed by the Treasurer, or
someone authorized by the Mayor and Borough Council to act in the
Treasurer's stead, and by the Borough Clerk upon approval by the Mayor
and Borough Council of the entire payroll. In case of error or adjustment
in the payroll the Treasurer shall, and it shall be his duty to, make
proper correction and appropriate record of such correction.

a. Pursuant to N.J.S.A. 40A:9-141 et seq., the Mayor and Borough Council
shall appoint and employ a Tax Collector.
b. The Tax Collector shall hold office for a term of four (4) years
from January 1 next following his appointment. Vacancy, other than
due to expiration of the term, shall be filled by appointment for
the unexpired term.

a. Qualifications. No person shall be appointed or reappointed as Tax
Collector unless he shall hold a Tax Collector Certificate issued
pursuant to N.J.S.A. 40A:9-145.2,-3 or N.J.S.A. 40A:9-145.3a.
b. Tenure. Any person who:
1. Shall be reappointed Tax Collector subsequent to having received
a Tax Collector Certificate pursuant to N.J.S.A. 40A:9-145.3, or holds
a Tax Collector Certificate issued pursuant to N.J.S.A. 40A:9-145.2
and N.J.S.A. 40A:9-145.3a, and having served as Tax Collector or who
has performed the duties of Tax Collector for not less than four (4)
consecutive years immediately prior to such reappointment, or
2. Shall have acquired tenure;
3. Shall hold his office during good behavior, efficiency and compliance
with requirements for continuing education pursuant to N.J.S.A. 40A:9-145.3a
and N.J.S.A. 40A:9-145.3b, notwithstanding that such reappointment
was for a fixed term of years. He shall be removed only for good cause
shown and after a proper hearing before the Director of the Division
of Taxation or his designee in accordance with the provisions of N.J.S.A.
40A:9-145.8.

The Tax Collector shall:
a. Perform the functions of a collector of taxes under general law,
including, without limitation thereto, the rendering of bills for
property taxes pursuant to law, enforcement of tax collections by
tax sales and otherwise and the maintenance of tax accounting records
in such manner as may be prescribed or approved pursuant to ordinance
or statute.
b. Receive and collect all current and delinquent real and personal
property taxes and municipal fees and charges, and receive penalties
and interest pursuant to law.
c. Make or cause to be made and certify searches for tax and other liens
on real property as may be authorized by law, and charge and collect
for the use of the municipality the fee required pursuant to law for
any such search.
d. Receive and collect all current and delinquent sewer service charges,
including penalties.

The office of Tax Assessor is hereby established pursuant to
the provisions of N.J.S.A. 40A:9-146 et seq.

The office of Deputy Tax Assessor is hereby established pursuant
to the provisions of N.J.S.A. 40A:9-146 et seq. There shall be no
more than one (1) Deputy Tax Assessor appointed to serve at any one
(1) time.

a. The duties, tenure, appointment and qualifications of the Tax Assessor
and Deputy Tax Assessor shall be in accordance with N.J.S.A. 40A:9-146
et seq., and such other pertinent statutes as may apply.
b. The Tax Assessor and Deputy Tax Assessor shall hold office for a
term of four (4) years from July 1 next following such appointment.
Vacancies, other than due to expiration of term, shall be filled by
appointment for the unexpired term.

The Tax Assessor and Deputy Tax Assessor shall hold a Tax Assessor
Certificate as provided for in N.J.S.A. 54:1-35.25 et seq.

Any person who, upon reappointment subsequent to having received
a Tax Assessor Certificate and having served as Tax Assessor or performed
the duties of Tax Assessor for not less than four (4) consecutive
years immediately prior to such appointment, shall have tenure in
such office during good behavior and efficiency notwithstanding that
such reappointment was for a fixed term of years, and shall not be
removed from such office except for good cause shown and after a proper
hearing before the Director of the Division of Taxation or his designee,
after due notice as set forth in N.J.S.A. 54:1-35.31.

The compensation of the Tax Assessor and Deputy Tax Assessor
shall be provided for in the Annual Salary Ordinance.

The Superintendent of Public Works shall be appointed by the
Mayor with the advice and consent of the Borough Council. His term
shall be for a calendar year, except that the appointment of a new
Superintendent of Public Works shall be for a probationary period
of six (6) months. Any vacancy during the term shall be filled only
for the unexpired term. He shall be the head of the Department of
Public Works.
A person holding office, position or employment as full-time
Municipal Superintendent of Public Works who has held the office,
position or employment continuously for five (5) years or more shall
continue to hold the office, position or employment, notwithstanding
he is serving for a fixed term, during good behavior and efficiency
and shall not be removed therefrom for political or other reasons
except for good cause, upon written charges filed with the Municipal
Clerk and after a public, fair and impartial hearing.
The Superintendent of Public Works may be retired when he shall
have attained seventy (70) years of age.

The Superintendent of Public Works need not be a resident of
the Borough as of the date of his appointment.

a. The Superintendent of Public Works shall, prior to his appointment,
have secured and be the holder of all necessary licenses, certificates
and permits required by State law and regulation to supervise and
operate the water and sewerage systems of the Borough, and during
his tenure of office he shall continue to hold such permits, licenses
and certificates. He shall devote his entire time to the duties of
his office and hold no other office nor engage in any other employment.
b. The Superintendent of Public Works shall be a person qualified by
education, training education and experience to perform the duties
of the office and shall have and maintain such certifications or licenses
as required by statute and as his duties may require. No person shall
be selected to perform the duties of a Superintendent of Public Works
unless he holds a Public Works Manager Certificate issued pursuant
to N.J.S.A. 40A:9-154.6c, which certificate has not been suspended
or revoked pursuant to N.J.S.A. 40A:9-154.6f.

The Superintendent of Public Works shall:
a. Set up and maintain adequate inventory and control thereof of all
materials and supplies needed for the maintenance and repair of all
public works under his supervision.
b. Submit to the Borough Council a monthly report of all work performed
and services furnished as well as inspections made during the previous
month.
c. Submit to the Borough Council his recommendations for budget appropriations
for the ensuing year.
d. Recommend for approval the expenditure of all funds by voucher chargeable
against the public works budget.
e. Inspect or be responsible for the inspection of all sewer and water
lines in the Borough, individually or in conjunction with other designated
officials.
f. Receive all complaints from residents and taxpayers of the Borough
relating to the operations under his jurisdiction, investigate same,
take appropriate action and report results to the Chairman of the
Public Works Committee.
g. Attend Borough Council meetings at the request of the Mayor and Borough
Council.
h. Supervise the operation, maintenance and repair of any Borough-owned
equipment used in the performance of the work assigned to him.
i. Set up, keep and maintain all the necessary books, records, field
notes, maps, surveys and similar records necessary to perform the
duties of his office and turn over all such records to his successor
or the Chairman of the Public Works Committee on the termination of
his employment by the Borough.
j. Recommend to the Borough Council the need for any repairs and replacements
to Borough-owned equipment, structures, buildings or grounds.
k. Supervise the maintenance of all Borough streets and roads, including
the streetlighting system.
l. Supervise the performance of the work of any personnel assigned to
him.

a. Thee shall be created three (3) positions of Foreman in the Department
of Public Works. The Foreman may be appointed by the Mayor with the
advice and consent of the Borough Council.
b. The position of Foreman of the Department of Public Works shall include
the following three (3) job titles:
1. Foreman of Parks and Recreation.
2. Foreman of Buildings and Grounds.
3. Foreman of Sewerage and Drainage.

Each of the Foremen shall be a person qualified by education,
training and experience to perform the duties of office as hereinafter
set forth. In addition to any other requirements imposed by law, each
of the Foremen of the Department of Public Works shall be required
to possess a commercial driver's license.

Each Foreman in the Department of Public Works shall perform
the following duties in regard to their respective department:
a. Supervise the performance of the work of any personnel assigned to
him or her.
b. Work in corroboration with, and at the direction of, the Superintendent
of the Department of Public Works.
c. Act as and perform the duties of Superintendent of the Department
of Public Works in the absence of the Superintendent.

There is hereby created the position of Recycling Coordinator
of the Borough of Little Ferry, with the following duties:
a. To seek out and make application for grants from public and private
agencies dealing with recycling.
b. To gather data as needed to properly make application for grants
as set forth in paragraph a.
c. To coordinate recycling with private groups and individuals involved
with recycling programs.
d. To make recommendations to the Governing Body as to regulations to be promulgated by that body pursuant to Chapter
22, Solid Waste Management.
e. To do all things necessary to properly and efficiently operate the
recycling program of the Borough.

There is hereby created the position of Civilian Police Dispatcher
of and for the Borough of Little Ferry.

by the Salary Ordinance.
