[1982 Code § 6-14]
Pursuant to the authority of N.J.S.A. 40:56A-1 et seq., there
is hereby established an Environmental Commission to be known as the
"Environmental Commission."

a. The Environmental Commission shall consist of seven (7) members appointed
by the Mayor with the advice and consent of the Borough Council, one
of whom shall also be a member of the Planning Board and all of whom
shall be residents of the Borough of Little Ferry.
b. The members shall serve without compensation.
c. The Mayor shall designate one (1) of the members to serve as Chairman
and presiding officer of the Environmental Commission.
d. The terms of the first Commissioners shall be for one (1), two (2)
or three (3) years, to be designated by the Mayor in making his appointments
so that the terms of approximately one-third (1/3) of the members
will expire each year, and their successors shall be appointed for
a term of three (3) years.
e. The Borough Council may remove any member of the Environmental Commission
for cause, on written charges served upon the member and after a hearing
thereon at which the member shall be entitled to be heard in person
or by counsel.
f. A vacancy on the Environmental Commission, occurring otherwise than
by expiration of a term, shall be filled for the unexpired term in
the same manner as the original appointment.
g. Alternate Members.
1. There shall be appointed two (2) additional members to the Environmental
Commission who shall be deemed alternate members of the Environmental
Commission. These members shall sit with the regular members of the
Environmental Commission. In the event that a regular member of the
Environmental Commission is not present or is otherwise unable to
perform his/her duties, then an alternate may sit in his/her stead
and exercise his/her full duties and obligations as a member of the
Environmental Commission.
2. Each alternate member shall serve for a term of one (1) calendar
year. The alternates shall be designated as "Alternate No. 1" and
"Alternate No. 2." There shall be no restrictions on the amount of
terms an alternate may have.

The Environmental Commission shall have the following duties:
a. To study and make recommendations to the Mayor and Borough Council
in areas of conservation and environmental protection, which shall
include but not be limited to pollution control of all types, waste
disposal, including sewerage, garbage and solid waste, open space
preservation with emphasis on outdoor recreation needs, aesthetic
flora and fauna preservation and beautification and water resources.
b. To plan programs and, upon approval of the Mayor and Borough Council,
to inform the public about those programs.
c. To prepare and, upon approval of the Mayor and Borough Council, print
and distribute informational materials such as books, maps, charts,
plans and pamphlets which are determined and deemed necessary for
the purposes of this section within the limits of funds appropriated
to the Environmental Commission.
d. To keep an index of all open areas, publicly and privately owned,
in order to obtain information on the proper use of such areas.
e. To recommend, from time to time, to the Planning Board plans and
programs for inclusion in the Master Plan of the Borough of Little
Ferry for development and use of such areas.
f. To act as the coordinating agency of the community on conservation
matters with appropriate Federal, regional, State and other agencies
concerned with such matters.
g. To do such other acts and things as may be delegated and assigned
to it by the Mayor and Borough Council to carry out the purposes and
objectives of the Environmental Commission.

The Environmental Commission may, subject to the approval of
the Borough Council, acquire property, both real and personal, in
the name of the Borough of Little Ferry by gift, purchase, grant,
bequest, devise or lease for any of its purposes and shall administer
the same for such purposes subject to the terms of the conveyance
of gift. Such an acquisition may be to acquire the fee or any lesser
interest, development right, easement, including a conservation easement,
covenant or other contractual right, including a conveyance on conditions
with limitations or reversions, as may be necessary to acquire, maintain,
improve, protect, limit the future use of or otherwise conserve and
properly utilize open space and other land and water areas in the
Borough of Little Ferry.

a. Regular meetings of the Environmental Commission shall be established.
b. At all meetings a quorum shall consist of a majority of the members
of the Environmental Commission.
c. The Environmental Commission shall keep records of its meetings and
shall make an annual report to the Mayor and Borough Council on or
before December 15th.

The Borough Council, in its discretion, may annually fix, determine
and appropriate sums sufficient for the care, custody, leasing and
maintenance of such land acquired for these uses and purposes herein
stated, if necessary, and for the expenses of the Environmental Commission.

Pursuant to the provisions of Title 26 of the New Jersey Revised
Statutes, as amended and supplemented, there is hereby established
a Board of Health of the Borough, which Board shall consist of five
(5) members. The members of the Board of Health shall be appointed
by the Mayor with the advice and consent of the Borough Council. Members
shall be appointed for terms of four (4) years, except that of the
members first appointed, one (1) shall hold office for one (1) year,
two (2) for two (2) years, and two (2) for three (3) years, except
where members first appointed are appointed after January 1 in any
year, and, in that event, the terms for those members shall expire
on December 31 next proceeding the expiration of the term of office.
Thereafter, all terms shall expire on December 31. Appointments
to fill vacancies shall be made in the same manner as original appointments,
and all such appointments shall be made for the unexpired term only.

The Board of Health shall have the power and authority to adopt
ordinances relating to the protection of the health of the Borough
residents, shall employ necessary personnel and fix their salaries
and shall have under its jurisdiction the Bureau of Vital Statistics
of the Borough, the Health Officer and such other employees as are
necessary to carry out its duties. The Board of Health shall have
all of the jurisdiction conferred upon boards of health by Title 26
of the Revised Statutes.

There is hereby created a Rent Leveling Board which shall be
made up of five (5) members: two (2) residents of the Borough who
are tenants, two (2) residents of the Borough who are homeowners and
landlords, if possible, and one (1) member of the Borough Council,
who will serve as Chairman of the Rent Leveling Board. All appointments
shall be at the discretion of the Mayor. Of the four (4) non-Council
members first to be appointed to the Rent Leveling Board, two (2),
one (1) tenant and one (1) homeowner (landlord), shall be appointed
for a term of one (1) year, and the remaining tenant and homeowner
(landlord) appointees shall be appointed for a period of two (2) years.
Thereafter, all appointments of tenant and homeowner (landlord) shall
be made for terms of two (2) years. The term of the Borough Council
member, Chairman of the Rent Leveling Board, shall be for a term of
one (1) year, and such appointment shall be made immediately thereafter.
All appointed members shall serve after the expiration of their respective
terms until their respective successors are appointed and shall qualify,
and any vacancy occurring in the appointed membership of the Rent
Leveling Board, occurring by expiration of term or otherwise, shall
be filled in the same manner as the original appointment for the unexpired
term only, notwithstanding that the previous incumbent may be held
over and continued as a member of the Board as aforesaid. Members
of the Rent Leveling Board shall serve without compensation.

The Rent Leveling Board is hereby granted and shall have and
exercise, in addition to other powers granted herein, all the powers
necessary and appropriate to carry out and execute the purposes of
this section, including but not limited to the power:
a. To supply information and assistance to landlords and tenants to
help them comply with the provisions of this section, including all
necessary statistical information of the consumer price index and
computation of proper rental increases and tax and service surcharges.
b. To hold hearings and adjudicate applications from landlords for additional rental as determined by Chapter
15, Rent Control.
c. To hold hearings and adjudicate applications from tenants for reduced rental as determined by Chapter
15, Rent Control.

Both landlord and tenant may appeal the findings of the Board
to the Governing Body within twenty (20) days from the date of the
determination and request a hearing thereof by the Governing Body.

There shall be a Board of Assistance of the Borough composed
of five (5) members appointed by the Mayor with the advice and consent
of the Borough Council. One (1) member of the Board shall serve for
a term of one (1) year, and such member may be a member of the Borough
Council. At least one (1) of the five (5) members of the Board of
Assistance shall be a woman. Members shall serve for a term of four
(4) years each, one (1) term expiring each year, and shall serve without
compensation. The Board of Assistance shall have such powers and perform
such duties as are prescribed by general law and ordinance and shall
appoint a Director of Welfare pursuant to State law.

There shall be a Board of Assessment Commissioners of the Borough.
The Board shall consist of three (3) members to be appointed by the
Mayor, with the advice and consent of the Borough Council, to serve
for a term of three (3) years, except that of the members first appointed,
one (1) shall serve for one (1) year, one (1) for two (2) years and
one (1) for three (3) years. Thereafter each appointment shall be
for three (3) years.

Each member shall, within twenty (20) days from the date of
confirmation of his or her appointment, subscribe to the oath of office
required by law. In the event that any member should fail to do so,
the office of such member shall be declared vacant by the Borough
Council.

The members of the Board shall, immediately after subscribing
to the oath of office, organize and elect one (1) of their members
Chairman and one (1) of their members Secretary.

a. The Board shall make all assessments for benefits obtained and damages
sustained for or through local improvements in the manner provided
by N.J.S.A. 40:56-21 et seq.
b. According to the statutes of the State of New Jersey, in certain
cases where the Borough has determined to acquire land or property
for public use and cannot acquire such land by agreement with the
owner because of disagreement as to price, legal incapacity, absence
of owner, inability to convey valid title or by reason of any other
cause, the Board shall fix the compensation to be paid in condemnation
proceedings, according to the procedure provided by State Statute.

The Board of Assessment Commissioners shall receive such compensation
for its services as established by ordinance of the Borough Council.

Pursuant to the authority vested in the Governing Body under
and by virtue of App. A:9-41 et seq. There is hereby established an
Emergency Management Council.

The Emergency Management Council shall be composed of not more
than fifteen (15) members who shall be appointed annually by the Mayor
with the consent of the Borough Council and shall hold office at the
will and pleasure of the appointing authority.
a. The Municipal Emergency Management Coordinator shall be a member.
b. The Chairperson shall be appointed annually by the Mayor.
c. The members shall serve without compensation.
d. An Emergency Management Council Member shall be appointed as the
liaison to the Governing Body.

The Emergency Management Council shall have the following duties:
a. To assist the municipality with the various local volunteer agencies
needed to meet the requirements of all local emergency management
activities in accordance with the rules and regulations established
by the Governor and the Legislature.
b. Within the limits of its appropriation, to establish an adequate
organization to assist in supervising and coordinating the emergency
management activities of the municipality.
c. Research and apply for any and all grants available to the municipality
for support of the operations of the Emergency Management Program
within the municipality.

a. Regular meetings of the Emergency Management Council shall be established.
b. The Emergency Management Council shall keep records of its meetings
and make an annual report to the Mayor and Borough Council on or before
October 15 of each year.

The Governing Body in its discretion, may annually fix, determine
and appropriate sums sufficient for the operation of the Emergency
Management Council and its activities.

The Mayor shall appoint a Municipal Emergency Management Coordinator
from among the residents of the municipality. The Municipal Emergency
Management Coordinator, subject to fulfilling the requirements of
this subsection, shall serve for a term of three (3) years. As a condition
of his appointment and his right to continue for the full term of
his appointment, each Municipal Emergency Management Coordinator shall
have successfully completed at the time of his appointment or within
one (1) year immediately following his appointment, the current approved
Home Study Course and the basic Emergency Management Workshop. The
failure of any Municipal Emergency Management Coordinator to fulfill
such requirement within the period prescribed shall disqualify the
Coordinator from continuing in the Office of Coordinator and thereupon
a vacancy in the office shall be deemed to have been created.

There is hereby established the "Little Ferry Historical Society"
whose purpose shall be:
a. To collect and preserve material illustrative of the history of the
Borough of Little Ferry;
b. To collect and disseminate genealogical, biographical, topographical
and architectural information regarding the Borough of Little Ferry;
and
c. To arouse and encourage interested and local sentiment; and
d. To increase the education, appreciation and communication of the
heritage of the Borough.

a. There is hereby established pursuant to N.J.S.A. 40:10A-1 et seq.,
the position of Local Historian who shall serve without compensation
and whose powers and responsibilities are set forth in N.J.S.A. 40:10A-7
and N.J.S.A. 40:10A-8.
b. The Local Historian shall be a Mayoral appointment whose term shall
end on an annual basis on December 31 of the year of the appointment.
The Local Historian shall serve at the pleasure of the Governing Body.
c. The Governing Body, in its sole discretion, may annually appropriate
such funds as may be necessary to reimburse the Local Historian for
expenses incurred in the performance of his/her duties and responsibilities.
d. Any and all expenses, incurred in the performance of the duties and
responsibilities of the Local Historian, and for which the Local Historian
seeks reimbursement must be approved by the Governing Body prior to
the expenditure being made or the expenses may not be reimbursed.
