When any words and phrases are used in this chapter, the meaning respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
a. 
Parking Area #1 shall be as described in Exhibit 1 annexed.
b. 
Access and exit ways to and from Parking Area #1 shall be as described in Exhibit 1A annexed.
c. 
Parking Area #2 shall be as described in Exhibit 2 annexed.
d. 
Access and exit ways to and from Parking Area #2 shall be as described in Exhibit 2A annexed.
e. 
Parking Area #3 shall be as described in Exhibit 3 annexed.
f. 
Access and exit ways to and from Parking Area #3 shall be as described in Exhibit 3A annexed.
g. 
Parking Area #4 shall be as described in Exhibit 4 annexed.
h. 
Access and exit ways to and from Parking Area #4 shall be as described in Exhibit 4A annexed.
i. 
Parking Area #5 shall be as described in Exhibit 5 annexed.
j. 
Access and exit ways to and from Parking Area #5 shall be as described in Exhibit 5A annexed.

a. 
No vehicles shall be parked in excess of four hours in Parking Area #1 between 7:30 a.m. and 6:00 p.m., Monday through Saturday, legal holidays excepted.
b. 
Permitted parking.
1. 
Additionally, a vehicle displaying a valid permit issued by the Borough Clerk pursuant to subsection 7B-3e may lawfully park subject to parking space availability in any such parking space in Parking Area #1 for an unrestricted period of time.
2. 
There shall be free public parking in Parking Area #1 on Sundays and on legal holidays, and no parking from 12:00 midnight to 7:30 a.m., Monday through Friday.
c. 
Unless the vehicle displays a valid permit issued by the Borough Clerk pursuant to subsection 7B-3e, no person shall park a vehicle in any parking space in Parking Area #1 for a consecutive period of time longer than the limited period of time for which parking is lawfully permitted in Parking Area #1.
d. 
The provisions of this section shall not relieve any person from the duty to observe other and more restrictive provisions of this chapter and the State Vehicle Code prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
e. 
Parking permits.
1. 
The Borough Clerk shall issue parking permits, the form of which shall be prescribed by the borough council that will entitle the permittee the right to lawfully park a motor vehicle subject to parking space availability in any parking space in Parking Area #1 described in subsection 7B-2a, for an unrestricted period of time.
2. 
The Borough Clerk shall charge for and collect a fee of $125.00 for each parking permit.
a. 
The Borough Clerk shall not sell more than 73 parking permits during the licensed period of one year from October 1st through September 30th of the issuing year
3. 
Parking permits shall be for a term of one year commencing 12:01 a.m. on October 1st and ending the following September 30th at 12:00 midnight.
4. 
When an application for a parking permit is made during the course of any permit year, the fee shall be prorated to the nearest month. Any period of time greater than one-half a month shall be considered a full month for this purpose.
5. 
The permit issued by the Borough Clerk must be conspicuously displayed in the lower right hand corner of the driver's side rear window of the vehicle parked in Parking Area #1 to entitle such vehicle to be parked as permitted in this section, the exception to the three hour restriction.
a. 
No vehicles shall be parked in excess of four hours in Parking Area #2 between 6:00 a.m. and 6:00 p.m., Monday through Saturday, legal holidays excepted.
a. 
No vehicles shall be parked in excess of two hours in Parking Area #4 between 6:00 a.m. and 6:00 p.m., Monday through Saturday, legal holidays excepted.
a. 
No person shall park a vehicle in such designated parking space during the restricted or regulated time applicable so that any part of any vehicle occupies more than one such space or protrudes beyond the markings designating the space.
b. 
Vehicular traffic in violation of these traffic flow patterns is punishable in the same manner as any other violation of this chapter.
a. 
Route I described in Exhibit 1A shall be used only as a one-way entrance from west to east into Parking Area #1.
b. 
Route II described in Exhibit 1A is to be both an entrance and an exit for Parking Area #1.
c. 
Route I described in Exhibit 2A shall be used only as a one-way entrance from west to east into Parking Area #2.
d. 
Route II described in Exhibit 2A is to be both an entrance and exit for Parking Area #2.
e. 
The route described in Exhibit 3A is to be both an entrance and an exit for Parking Area #3.
f. 
The route described in Exhibit 4A is to be both an entrance and an exit for Parking Area #4.
g. 
The route described in Exhibit 5A is to be both an entrance and an exit for Parking Area #5.
h. 
Vehicular traffic in violation of these traffic flow patterns is punishable in the same manner as any other violation of this chapter.
Any person violating the provisions of this chapter or aiding, abetting or assisting in the violation thereof shall, upon conviction before a judge, be fined not more than $100.00 or imprisonment for a term not exceeding 15 days, or both. Any person charged for the first time with violating any provision of this chapter may waive his or her right to appear before the judge of the municipal court of the Borough of Flemington by payment of a $20.00 fine at the violation clerk's office. The police department may have any vehicle parked in violation of this chapter towed away at the expense of the owner. In the event that a vehicle is towed away for illegal parking, it shall be stored in a safe place and shall be restored to the owner or operator of the vehicle upon payment of towing costs within 24 hours of the time the vehicle was removed, plus $20.00 for each additional 24 hours or fraction thereof that the vehicle remains in storage. The location of the vehicles which have been towed away may be ascertained by requesting such information from the borough police department.
