The Township Council shall be composed of seven members, one
from each ward and three elected "at large." Council members shall
be elected for four-year terms. Council shall elect a President of
Council from among its members.

The Council shall exercise the legislative power of the Township,
and shall have all the powers provided by the Charter and General
Law for this purpose.

The compensation of the members of the Council shall be as provided
by the salary ordinance.

The Council shall cause to be made an annual audit of the Township's
books, accounts and financial transactions, as required by and in
accordance with N.J.S.A. 40A:5-4 et seq. Such audit shall be made
by a registered municipal accountant of New Jersey selected by the
Council.

The Township Council shall have the following Council Committees:
d. Public Works.
Each Council Committee shall consist of three Council members
who are appointed annually at the reorganization meeting by the incoming
Council President, together with such members of the Township administration
as the Council President may deem appropriate. The Council President
shall serve as an ex-officio member of each Committee. Each Committee
shall have periodic meetings. The Chairperson of each committee shall
be appointed by the Council President.

Pursuant to the Charter, at the organization meeting after each
annual General Election, the Council shall elect a President of the
Council from among its members for a term of one year. At the same
time, the Council shall elect a Vice-President who shall have all
the functions, powers and duties of the President whenever the President
may be absent. In the absence of both the President and Vice-President,
the Council shall elect a temporary presiding officer, who shall have
all the functions, powers and duties of the President during his absence.

The President of the Council shall have the following powers
and duties:
a. Preside at all meetings of the Council.
b. Preserve order and decorum at all meetings of the Council.
c. State every question coming before the Council.
d. Announce the decisions of the Council.
e. Decide all questions of order subject to appeal to the Council.
f. Appoint all Special Committees of the Council.
g. Sign all ordinances and resolutions adopted by the Council during
his presence.
