a. If the nature, format, manner of collation, or volume of a government
records embodied in the form of printed matter to be inspected, examined,
or copied pursuant to this section is such that the record cannot
be reproduced by ordinary document copying equipment in ordinary business
size or involves an extraordinary expenditure of time and effort to
accommodate the request, the Township may charge, in addition to the
actual cost of duplicating the record, a special service charge that
shall be reasonable and shall be based upon the actual direct cost
of providing the copy or copies.
b. The special service charge in each case will be based upon the actual
direct cost to research, retrieve and copy the requested records as
specified by N.J.S.A. 47:1A-5c or as permitted by law.
c. Prior to the commencement of services encompassed by the special
service charge, the Township shall provide an estimate of the number
of hours required to perform the special services and the charge for
same. The requestor shall have the opportunity to review and object
to the charge prior to it being incurred and shall be required to
remit to the Township with the full amount of the estimate. In the
event the actual cost of the special services exceeds the estimated
amount, the requestor shall be responsible for the payment of same
prior to being provided with the requested records. In the event the
actual cost of the special services is less than the estimated amount,
the balance of the deposit shall be returned to the requestor.

Fees for Copies. The following fees shall be charged for copies
of public documents.
a. For duplicate tax, water and sewer bills, no charge.
b. The charge for a complete copy of the codification of the Code of
the Township of Piscataway including the binder and supplementary
service for one year, shall be based upon the actual direct cost of
providing the copy or copies.
c. The charge for the yearly service of the supplements to the codification
of the Code of the Township of Piscataway shall be based upon the
actual direct cost of providing the copy or copies.
d. The charge for a complete copy of Chapter
21, Zoning, of the Revised General Ordinances of the Township of Piscataway shall be based upon the actual direct cost of providing the copy or copies.
e. The charge for a complete copy of Chapter
20, Land Subdivision, shall be based upon the actual direct cost of providing the copy or copies.
f. The charge for a complete copy of Chapter
24, Site Plan Review, shall be based upon the actual direct cost of providing the copy or copies.
g. The charge for a complete copy of the Land Development Ordinance
shall be based upon the actual direct cost of providing the copy or
copies.
h. The charge for a complete copy of the Master Plan shall be based
upon the actual direct cost of providing the copy or copies.
i. The charge for a complete copy of the Redevelopment Plan (Vicinity
of Stelton Road) shall be based upon the fees for copies stated in
this section.
j. The charge for a complete copy of the Municipal Stormwater Management
Plan shall be based on the fees for copies stated in this section.
k. The charge for a complete copy of the Demographic Study shall be
based upon the actual direct cost of providing the copy or copies.
l. The charge for a complete copy of the Housing Element shall be based
upon the actual direct cost of providing the copy of copies.
m. Public Records.

herein be mailed to that person, the charge for handling such material
shall be $5, in addition to the postage incurred by the Township.

a. Police Reports.
1. Copies of accident reports picked up personally at the records section
window: 8 1/2 x 11 are $0.05 per page and 8 1/2 x 14 are
$0.07 per page.
2. Copies of investigation reports picked up personally at the records
section window: 8 1/2 x 11 are $0.05 per page and 8 1/2
x 14 are $0.07 per page.
3. Copies of accident and criminal investigation reports requested and
sent by mail: $5 per request plus copying costs as stated in paragraphs
1 and 2 above.
4. Municipal Court Discovery.
(a)
All requests for discovery in matters pending in the Piscataway
Municipal Court shall be submitted through the Municipal Prosecutor.
(b)
The following fees shall be payable by the requestor to the
Township of Piscataway for the discovery provided:
(1)
$0.75 per page for each of the first 10 pages photocopied.
(2)
$0.50 per page for each of the next 10 pages photocopied.
(3)
$0.25 per page for each of the pages photocopied thereafter.
(4)
Actual postage for any discovery sent by mail.
(5)
$0.25 for the envelope for any discovery sent by mail.
(6)
Photographs will be photocopied at the rates established herein.
If requests are made for duplicate photographs, the actual cost of
making the photographs shall be charged.
(7)
Duplication of videotapes constitute an extraordinary duplication
process and will be charged at the rate of $5 per videotape.
(8)
On any item that cannot be photocopied on the Township reproduction
equipment or not otherwise provided for in this schedule, the actual
cost incurred in making the copy shall be charged.
(c)
Where the discovery must be obtained from an entity other than
the Township of Piscataway, e.g. another Police Department, the actual
costs paid to the other entity shall be paid by the requestor.
5. Verification letters (good conduct letters) sent by mail or picked
up personally: $5.
6. Photographs 3" x 5" - $8 each; 8" x 10": $10 each; and one-on-one
copies of Polaroids: $5 each. Request shall include all photos available.
Individual photos shall not be selected.
7. Duplication of audiotape of radio and telephone transmissions: furnished
on audiocassette at the rate of $25 per request/per day.
8. Permit to purchase pistol or revolver: $2 each.
9. Firearms, purchaser identification cards: $5.
b. Rate for Special Police Services.

1. The Director of the Division of Police is hereby authorized to furnish
off-duty police officers, on a voluntary basis, to service private
or quasi-private functions on a written basis.
2. The rate for special police services at all locations, including

The forgoing hourly rates shall increase annually commencing
January 1,2017 on a calendar year basis by the percentage of the PBA
salary increase as documented in the Piscataway PBA Collective Bargaining
Agreement.

The rates for supervisor apply only to details of four officers
or more. Any extra duty detail of four officers or more shall be required
to have a paid supervisor.

In addition to the above rate(s), there is a Township administrative
expenses fee of $6 per hour.
|
A fee of $27 per hour shall be charged for each patrol car utilized
in the provision of special police services for Calendar Year 2021.
The hourly rates in regard to same shall increase annually on a calendar
year basis by the amount of $1 commencing January 1, 2022.

3. The time spent by any member of the Police Department in performing
the duties of Special Police Services shall not be considered in computing
any service time, longevity or other benefits to such member.
c. Fees for Fingerprinting. $5 shall be charged and collected by the
Township for each set of fingerprints requested by an individual and
taken by a Police Officer qualified to take fingerprints for such
civil purposes as, by way of illustration only, immigration, employment,
or personal identification.

Fire Reports. Copies of investigations and reports picked up
at office: $5 per request up to five pages and $1 for each additional
page. If by mail, there shall be an additional $5 charge.

The officers and employees of the Township of Piscataway are
authorized to request and collect a fee of $2 from any senior citizen
to whom a digital photo identification card is issued.

Application fee for representation by The Municipal Public Defender:
Every person applying for representation by a municipal public defender
shall, on approval of his or her application, pay an application fee
of $200. The Municipal Court may waive the required application fee,
in whole or in part, if the Court determines, in its discretion, that
the application fee represents an unreasonable burden on the person
seeking representation.

a. Street Fair Fees. Vendor participation for street fairs and similar
events sponsored by the Public Relations Advisory Commission will
be subject to the following fee schedule:
1. Craft and merchandise vendors: $40 entry fee.
2. Food and amusement ride vendors: $100 each.

The officers and employees of the Township are hereby authorized
to charge a fee of $10 to any resident or employee participating in
influenza inoculation program.

There shall be a $20 (N.J.S.A. 40:5-18) service charge to the
maker of any check drawn and given to the Township of Piscataway or
any of its boards or agencies which is returned to the Township by
a bank for reasons of insufficient funds, stop payment or other reasons
resulting in nonpayment.

The officers and employees of the Township of Piscataway are
hereby authorized to charge a fee of $5 per day for visitors accompanied
by a permanent member for use of the Senior Center. A fee of $100
will be charged for a six-month period for any temporary member wishing
to utilize the Senior Center. For purposes of this subsection, a temporary
member shall be defined as a person who is 60 years of age or older,
and residing with a relative by blood, marriage, or civil union who
is a permanent resident of Piscataway.

A fee of $24 per hour shall be charged for Township owned VMS
Boards and Light Towers.
The forgoing hourly rates shall increase annually on a calendar
year basis by the amount of 2% commencing January 1, 2016. The new
year's rates shall be calculated by multiplying the prior year's rate
by a factor of 1.02.
Service cards for leaf bags, bulk trash pickup, recycling, grass
and small yard waste, and the like are free. If a replacement card
is needed a fee will be assessed for same, to be set and modified
as needed from time to time by the Township Council via resolution.
