All of the provisions of the Uniform Traffic Ordinance, 1964 Edition, adopted by the League of California Cities, are adopted and made a part of this chapter as though fully set forth herein.
(a) 
Section 2.5 of the Uniform Traffic Ordinance is amended to read as follows:
"Section 2.5. Director of public works. The office of director of public works is hereby established. The director of public works shall be appointed by the city administrator as appointing authority and he shall exercise the power and duties as provided in this ordinance and in the traffic ordinances of the city. Whenever the director of public works is required or authorized to place or maintain official traffic-control devices or signals, he may cause such devices or signals to be placed or maintained."
(b) 
Section 2.7 of the Uniform Traffic Ordinance is amended to read as follows:
"Section 2.7. Traffic commission. There is hereby established an advisory traffic commission to serve without compensation, consisting of three members appointed by the mayor and approved by the city council, none of which may be city employees. They shall be removed by a majority vote of the city council. The chairman of the commission shall be appointed by the mayor and may be removed by him. The commission shall meet at the call of the chairman or by written request of the director of public works.
(c) 
Subsection (a) of Section 3.8 of the Uniform Traffic Ordinance is amended to read as follows:
"Section 3.8 (a). Any vehicle that has been parked or left standing upon a street or highway for one hundred twenty or more consecutive hours."
(d) 
There is adopted a section to be numbered 8.9, which section is to be a part of the Uniform Traffic Ordinance adopted by this chapter, such section to read as follows:
"Section 8.9. Yield intersections. Whenever any ordinance or resolution of this city designates and describes any intersection of streets as a yield intersection, the director of public works shall erect and maintain yield right-of-way signs at not more than two entrances to such intersections, such signs to be located on the same street."
(e) 
Section 7 of the Uniform Traffic Ordinance is amended to read as follows:
"Section 7. The director of public works to erect stop signs. Whenever any ordinance or resolution of this city designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which vehicles are required to stop, the city traffic engineer shall erect and maintain stop signs as follows:
'A stop sign may be erected on each and every street intersecting such through street or portion thereof so designated and at those entrances to other intersections where a stop is required and at any railroad grade crossing so designated; provided, however, stop signs shall not be erected or maintained at any entrance to an intersection when such entrance is controlled by an official traffic control signal. Every such sign shall conform with, and shall be placed as provided in, the Vehicle Code.'"
(f) 
Section 217 of the Uniform Traffic Ordinance of the city is hereby re-pealed.

Section 10-4 of the Uniform Traffic Ordinance is repealed.

(h) 
(1) 
No person shall stop, stand or park, or permit to be stopped, left standing or parked, any commercially registered bus, semi-truck, trailer, tractor, or motor truck having a manufacturer's gross vehicles weight rating of ten thousand (10,000) pounds or more on any street except on any street designed as a truck route for a period of time longer than thirty (30) minutes between the hours of 2:00 a.m. and 6:00 a.m.
(2) 
Commercial vehicles having a manufacturer's gross vehicle weight rating of ten thousand (10,000) pounds or more are prohibited from parking or standing on any street in any residential district unless the commercial vehicle is making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located in a residential district or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure located in a residential district for which a building permit has previously been obtained.
(3) 
When any such truck route or routes are established and designated by appropriate signs, the operator of any commercial vehicle or any vehicle exceeding a maximum gross weight of three (3) tons shall drive on such route or routes and no other, except when necessary to traverse another street or streets to a destination for the purpose of loading or unloading but then only by such deviation from the nearest truck route as is reasonably necessary.
(4) 
The provisions of this section shall not apply to:
a. 
Passenger buses under the jurisdiction of the Public Utilities Commission;
b. 
Any vehicle owned by Public Utility while necessarily in the use in the construction, installation or repair of any public utility, or;
c. 
Refuse collection vehicles which operate on city streets pursuant to the provisions of a valid franchise agreement.

When authorized signs are in place giving notice thereof, bicycles only may be parked on any of the streets or portions of streets enumerated in this section:

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle within the central traffic district between the hours of seven a.m. and six p.m. of any day, except Sundays and holidays, for a period longer than one hour; provided, that the city traffic engineer may designate certain parking spaces within the central traffic district as twenty minute parking zones, and no person shall stop, stand or park within such spaces longer than twenty minutes, when the curbs at such parking spaces are painted green and authorized signs are in place, giving notice that such spaces are restricted to twenty minute parking limits.

The city council, by resolution, may grant special parking permits to certain type businesses in certain specific areas of the central traffic district. Permits authorized by this section may provide any vehicle so permitted to park for up to four hours.

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle within a business district outside of the central traffic district between the hours of seven a.m. and six p.m. of any day, except Sundays and holidays, for a period of time longer than one hour.

No person shall park a vehicle in a private driveway or on private property without the direct or implied consent of the owner or person in lawful possession of such driveway or property.

When authorized signs are in place, giving notice thereof, no person shall stop, stand or park any vehicle on the following described off-street parking lots between the hours of seven a.m. and six p.m. of any day, except Sundays or holidays, for a period longer than two hours.
The off-street parking lots to which this section shall apply are as follows:
(a) 
The North Second Avenue lot consisting of Lots 19, 21 and 23 of Block 26 of the city.
(b) 
The North Third Avenue lot consisting of Lots 9, 11, 1, 15, the westerly 15.5 feet of Lots 14 and 16 and the westerly 15.5 feet of the northwest 1.57 feet of Lot 18, all in Block 27 of the city.

The public works director shall appropriately sign or mark the following places and when so signed or marked no persons shall stop, stand or park a vehicle at any of such places:
(a) 
At any place within twenty feet of a crosswalk at an intersection in the central traffic district; except, that a bus may stop at a designated bus stop and except as modified by subsections (c) and (d) of this section.
(b) 
Within twenty feet of the approach to any traffic signal, boulevard stop sign or official electric flashing device, and except as modified within subsection (d) of this section.
(c) 
Within forty-four feet of the southeasterly corner of the intersection of F Street and Yosemite Avenue and within twenty-two feet from the southwesterly corner of the intersection of F Street and Yosemite Avenue.
(d) 
Notwithstanding the provisions of subsections (a) and (b) of this section, the city council may, by ordinance, provide for bicycle parking only within twenty feet of a crosswalk at an intersection in the central traffic district and within twenty feet of the approach to any traffic signal, boulevard stop sign or official electronic flashing device.
(e) 
At any place where the public works director determines that it is necessary in order to eliminate dangerous traffic hazards.
(f) 
At any place where the public works director, with the review and approval of the traffic and business commission, has designated specified time limits and certain times of the day.

(a) 
No person who owns or has possession or control of any vehicle that is principally designed or used for hauling livestock, including, but not limited to, horses, cattle, sheep, goats and poultry, shall park such vehicle upon any street or alley for a period longer than forty-eight consecutive hours.
(b) 
No person who owns or has possession of any vehicle, other than the vehicles described in subsection (a) of this section, shall park such vehicle upon any street or alley for a period longer than seventy-two consecutive hours.
(c) 
In the event a vehicle is parked or left standing upon a street or alley in excess of the time limits specified in subsections (a) and (b) of this section, any member of the police department authorized by the chief of police may remove the vehicle in the manner and subject to the requirements of the Vehicle Code of this state.

(a) 
No person shall stop, stand or park a vehicle within any parkway.
(b) 
No person shall stop, stand or park a vehicle on any city park or recreation area, save and except in areas designated for stopping, standing or parking at any city park.

Pursuant to authority contained in the California Vehicle Code Sections 22357 and 22358, it is hereby determined upon the basis of an engineering and traffic survey that the prima facie speed limits hereinafter set forth would facilitate the orderly movement of vehicular traffic and would be reasonable and safe, except when passing school grounds, and it is hereby determined that a speed limit greater than those hereinafter set forth would be more than is reasonable or safe.
