The chief of police may regulate and control traffic at all
intersections within the city to provide for the orderly progress
of parades and funeral processions.

(a) A person commits the offense of engine braking if the person is operating
a motor vehicle engine brake within the city limits.
(b) Any and all violations of this chapter shall be punishable either
as an infraction or a misdemeanor, at the discretion of the city attorney.
(c) A person is not in violation of this section if the person uses an
engine brake in an emergency situation to avoid imminent danger to
a person or to property.
