As used in this chapter, words and phrases concerning traffic shall have the meanings ascribed to them in N.J.S.A. 39:1.1.
In accordance with the provisions of N.J.S.A. 40:48-2.46, no person shall park any vehicle in a handicapped designated parking stall in the locations referred to below unless the said vehicle displays the official state handicapped license plate or has affixed thereto the special identification certificate or insignia issued by the New Jersey Division of Motor Vehicles pursuant to Title 39 of The Revised Statutes of New Jersey and also unless such vehicle is operated by a handicapped person, or a passenger in the said vehicle is handicapped.
Any vehicle parked in a parking stall reserved for handicapped drivers which does not display the official state handicapped license plate or special identification certificate or insignia referred to above shall be presumed to have been parked in such a stall unlawfully.

All handicapped parking spaces designated in Chapter 7 of this Codification are hereby set forth herein by incorporation as if specifically listed above.
All signage for handicapped parking and the installation of the same shall conform to the specifications as prescribed by the New Jersey Department of Transportation and the "National Manual on Uniform Traffic Control Devices." Any owner of premises required to provide parking stalls and signage for handicapped designated vehicles and who shall fail to provide and maintain such stalls and signage shall be subject to a penalty as set forth hereinafter.
Any vehicle parked in violation of this chapter shall be deemed a nuisance and menace to the safe and proper regulation of traffic, the health and safety of citizens, and the protection of adjacent buildings; and any police officer may provide for the removal of such vehicle. The owner of the vehicle shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
Every person convicted of a violation of a provision of this chapter or any supplement thereto shall be subject to a penalty of $250, plus court costs, for the first offense and for a second or subsequent offense shall be subject to a minimum fine of $250, plus court costs, and up to 90 days community service on such terms and conditions as the court may deem appropriate, or any combination thereof.
The provisions of this Chapter 18 shall be deemed to be in addition to and not intended to be in contravention of the traffic and parking ordinances set forth in Chapter 7 of The Revised General Ordinances of the Township of Warren, as the same have been or may be amended and supplemented from time to time.
The Lot and Block designations set forth in this Chapter 18 are those Lots and Blocks as identified on the Official Tax Map of the Township of Warren as of January 1, 1991.
