(a) Under authority of Section 4902(a) of the Pennsylvania Vehicle Code,
the operation of motor vehicles, tractors, trailers or semi-trailers
having a gross weight in excess of 20,000 pounds (10 tons) is hereby
prohibited upon the following roads or highways in the Town.

Signs designating the aforesaid weight limits shall be placed
at each end of the named roads and also at intersections of the named
roads with other roads which are not restricted as to weight and which
are through roads to other highways or roads which would allow drivers
to avoid the weight restrictions of this section.

(b) The operation of any vehicle, trailer or semi-trailer on Fairfield
Road between Babcock Boulevard and McKnight Road, having a gross weight
including the vehicle and the load thereon in excess of 10 tons, is
hereby prohibited. Official signs designating the aforesaid weight
limit shall be placed at the intersection of Fairfield Road and Babcock
Boulevard, and the intersection of Fairfield Road and McKnight Road.
(c) The operation of any vehicle, trailer or semi-trailer on Parkedge
Drive between Arcadia Drive and Albemarle Drive, having a gross weight
including the vehicle and the load thereon in excess of 10 tons, is
hereby prohibited. Official signs designating the aforesaid weight
limit shall be placed at the intersection of Arcadia Drive and Parkedge
Drive, and at the intersection of Katherine Drive and Parkedge Drive.
(d) The operation of any vehicle, trailer or semi-trailer on Katherine
Drive over its entire length, having a gross weight including the
vehicle and the load thereon in excess of 10 tons, is hereby prohibited.
Official signs designating the aforesaid weight limit shall be placed
at the intersection of Parkedge Drive and Katherine Drive.
(e) Multiple roads.
(1)
The operation of any vehicle, trailer or semi-trailer on Belvedere
Road having a gross weight including the vehicle and the load thereon
in excess of five tons is hereby prohibited.
(2)
The operation of any vehicle, trailer or semi-trailer on that
portion of Center Oak Drive to the east of Albemarle Drive having
a gross weight including the vehicle and the load thereon in excess
of five tons is hereby prohibited.
(3)
The operation of any vehicle, trailer or semi-trailer on that
portion of Albemarle Drive to the south of Center Oak Drive in Abbott
Acres Plan of Lots No. 1, having a gross weight including the vehicle
and the load thereon in excess of five tons, is hereby prohibited.
Official signs designating the aforesaid weight limit shall
be placed at the intersection of Albemarle Drive and Center Oak Drive
and at the intersection of Belvedere Road and Covington Place.

(f) Multiple roads.
(1)
The weight of any vehicle including its load is hereby restricted
to eight tons on Kaylor Road.
(2)
The weight of any vehicle including its load is hereby restricted
to eight tons on Locust Road.
(3)
The weight of any vehicle including its load is hereby restricted
to eight tons on Manor Road.
(4)
The weight of any vehicle including its load is hereby restricted
to eight tons on Crest Road.
Proper signs shall be erected to give notice of these weight
restrictions.

(g) The weight of any vehicle including its load is hereby restricted
to eight tons on Neuhart Boulevard. Proper signs shall be erected
to give notice of this weight restriction.
(h) The operation of any vehicle on Meinert Road, having a gross weight,
including its load, in excess of 10 tons is hereby prohibited. This
restriction is imposed under the authority of Section 4902(a) of the
Pennsylvania Vehicle Code inasmuch as it has been determined by Council
that such road may be damaged or destroyed unless the weight of vehicles
is restricted to 10 tons.
Signs designating the aforesaid weight limit shall be placed
at each end of Meinert Road and shall also be placed at intersections
of Meinert Road with other roads which are not restricted as to weight
and which are through roads to other highways or roads which would
allow drivers to avoid the weight restrictions of this subsection.
The weight limitation herein established shall not apply to
school buses, emergency vehicles, including fire trucks, Town vehicles
and garbage trucks, or to vehicles making local deliveries or pickups
to existing occupied dwellings. Special permits may be issued by the
Police Chief allowing gross vehicle weights in excess of the foregoing
limitation in unusual cases which may not be covered by exceptions
stated in this subsection.
Any person operating a vehicle in violation of the weight restriction
imposed by this subsection shall, upon summary conviction, be sentenced
to pay the fine set forth in Section 4902(g)(1) of the Pennsylvania
Vehicle Code, plus costs of prosecution.
(i) The operation of any vehicle on McCandless Drive having a gross weight,
including its load, in excess of 10 tons is hereby prohibited. This
restriction is imposed under the authority of Section 4902(a) of the
Pennsylvania Vehicle Code inasmuch as it has been determined by the
Town Council of the Town of McCandless that the said road may be damaged
or destroyed unless the weight of vehicles is restricted to 10 tons.
Signs designating the aforesaid weight limit shall be placed
at each end of McCandless Drive in accordance with current Federal
and/or State regulations.
The weight limitation herein established shall not apply to
school buses, emergency vehicles, including fire trucks, Town vehicles
and garbage trucks, or to vehicles making local deliveries or pickups
to existing occupied dwellings.
Any person operating a vehicle in violation of the weight restriction
imposed by this Ordinance shall, upon summary conviction, be sentenced
to pay the fine set forth in Section 4902(g)(1) of the Pennsylvania
Vehicle Code, plus costs of prosecution.
(j) The weight limitations herein established shall not apply to school buses, fire vehicles or other emergency vehicles, Town vehicles or garbage trucks, or vehicles making local deliveries or pickups, nor shall the weight limits established in subsections
(b),
(c) and
(d) apply to tractors.
(k) Special permits may be issued by the Town allowing gross weights
in excess of the foregoing limitation in unusual cases or involving
construction on the described streets or for the delivery or picking
up of materials or merchandise.

No person shall operate a tractor upon the highways of the Town
in such a manner as to cause extraordinary damage to the roadway when
the roads are soft because of weather conditions.

(a) No person, firm or corporation shall drive or move any truck or other
vehicle with the Town unless such vehicle is so constructed or loaded
as to prevent any load, contents or litter from being blown or deposited
upon any street or road in the Town.
(b) No person, firm or corporation shall drive or move any truck or other
vehicle within the Town, the wheels of which carry onto or deposit
on any street or road in the Town mud, dirt, sticky substances, litter
or foreign matter of any kind.
(c) All owners of property in the Town shall maintain their property
in such a manner that no dirt, mud, stones or other material shall
wash onto any street or road in the Town as the result of rainfall
or drainage.
(d) Any person, firm or corporation engaged in the excavation, building,
construction or development of any property shall take all possible
steps to avoid carrying or depositing mud, dirt or any other foreign
substance from the job site on to any street or road in the Town and
the person having supervision over the job shall immediately remove
any mud, dirt or any other foreign substance which might inadvertently
or otherwise be carried on to or deposited on to any street or road.
A final cleanup shall be accomplished no later than 5:00 p.m., prevailing
time, each work day. If any mud or dirt or any other foreign substance
is unavoidably washed on to any street or road in the Town, it shall
be the duty of the property owner to remove the same within 24 hours.

(a) Weight limitations. Any person operating a vehicle or combination upon a road or highway or bridge in violation of Section
509.01 is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of $75 except that any person convicted of operating a vehicle with a gross weight in excess of a posted weight shall, upon conviction, be sentenced to pay a fine of $150 plus $150 for each 500 pounds, or part thereof, in excess of 3,000 pounds over the maximum allowable weight.
(b) Damaging roadways. Whoever violates any provision of Section
509.02 is guilty of a summary offense and shall upon conviction be sentenced to pay a fine of not more than $300.
(c) Littering, mud deposit. Whoever violates any provision of Section
509.03 is guilty of a summary offense and shall upon conviction be sentenced to pay a fine of not more than $300. Each day a violation is committed or is permitted to continue shall constitute a separate offense.
