The regulations of the Village District are designed to provide for a variety of land uses in a manner which encourages a village growth concept and which provides for both new development and the reuse of existing buildings in a manner that is consistent with the existing development pattern and building characteristics. This district represents those areas of the Township where public sewer facilities, if not currently provided, are most likely to be extended, and where higher-density development could then be supported. Because of the existing mix of residential, commercial and institutional land uses within this district, nonresidential uses permitted within the district are intended to complement and coordinate with the residential land uses. These nonresidential uses are limited to those uses that do not generate high volumes of vehicle traffic. New development in this district is encouraged to occur in a manner that is compatible with the character of the Township's existing villages.
A. 
Single-family detached and semidetached dwellings.
B. 
Two-family detached and semidetached dwellings.
C. 
Townhouses, subject to the requirements of § 250-251.
D. 
Garden apartments, subject to the requirements of § 250-251.
E. 
Churches and similar places of worship and parish houses.
F. 
Public parks and public playgrounds.
G. 
Municipal buildings and community facilities such as police and fire protection facilities, museums, libraries, etc.
H. 
Publicly owned nursery, kindergarten, elementary, middle, and high schools.
I. 
Customary accessory uses and buildings incidental to any of the above permitted uses as provided for in Article XIX of this chapter, and including, but not limited to, home occupations and no-impact home-based businesses, as defined in § 250-171 of this chapter.
Upon approval by the Zoning Hearing Board, the following special exception uses are permitted provided the use complies with the conditions listed herein and Article XXV and XXVIII of this chapter:
A. 
The following commercial uses within the Village District (said commercial uses shall also be subject to the requirements of § 250-68), but only when established in a building or structure that was in existence on the effective date of this chapter or a new or replacement structure or structures, as long as the replacement structure(s) is compatible with the historic architecture of the Village District:
(1) 
Shops for the commercial retailing of food, clothing, drugs, confectionery, hardware, sporting goods, household appliances, flowers, etc.
(2) 
Personal services shops including barbershops, beauty parlors, tailors, shoe repair, dry cleaning (excluding dry cleaning plants), laundromats, florists, etc.
(3) 
Banks, savings and loan, and finance agencies.
(4) 
Sit-down restaurants, tea rooms, cafés, and other places serving food and drink, but not including drive-in, drive-through or fast-food restaurants.
(5) 
Business and professional offices.
(6) 
Medical and/or dental offices or clinics and associated pharmacies.
Commercial uses permitted in the V - Village District are subject to the following additional conditions:
A. 
No outside storage of materials shall be permitted.
B. 
The applicant shall demonstrate that sufficient off-street parking facilities will be provided to accommodate the needs generated by such use.
C. 
The applicant shall demonstrate that such businesses shall be of such a size and scope of activity that they do not constitute an unreasonable commercialization of the district that would adversely affect nearby residential uses.
D. 
The applicant shall demonstrate that any proposed use conforms to the performance standards of § 250-189 of this chapter.
A lot area, lot width, lot coverage, yard depths and building height satisfying the requirements of the following table, unless otherwise specified heretofore in §§ 250-66 and 250-67, shall be provided for every dwelling unit and/or principal nonresidential building or use hereafter erected, altered or established in this district.

The environmental and energy requirements in Article XX shall apply, where applicable, as additional requirements for this district.
