From and after the passage and adoption of this article, it shall be unlawful for the owner, custodian or keeper of any dog to permit the dog to run at large unattended upon any of the streets, highways, alleys or public grounds in the East Hanover Township, or upon the property of anyone other than the owner, custodian or keeper of such dog, unless accompanied by and under the immediate control of such owner, custodian or keeper.
It shall be the duty of the owner, custodian or keeper of any dog, and the duty of the parent or guardian or any minor owner of any dog, to keep the dog securely tied or penned in an enclosure in such a manner that the dog cannot break loose and run at large over the streets, alleys and property in East Hanover Township, or upon the property of anyone other than the owner, custodian or keeper of such dog.
It shall be the duty of the owner, custodian, keeper or attendant of any dog while travelling on the streets, alleys or public grounds in East Hanover Township to have the dog under sufficient control so as to prevent the dog from entering upon the property of any persons in East Hanover Township without the owners consent.
Any Peace Officer is hereby authorized to seize and impound any dog found running at large unattended in East Hanover Township at a place to be designated by the Supervisors of East Hanover Township as a pound. Notice of such seizure shall be sent to the owner of such dog in the manner prescribed by law and such dog may be redeemed by the owner thereof within the time specified by law, upon payment of the charges incurred by reason of such detention.
Any person violating any of the provisions of this article shall, upon conviction thereof before any Magisterial District Judge of East Hanover Township, be sentenced to pay a fine of not less than $5 nor more than $25 and costs of prosecution and, in default of the payment of the fine and costs, shall undergo imprisonment in the Lebanon County Prison for a period of not more than 10 days. Provided; such fine and costs to be in addition to any other charges or penalty imposed by this article.
All ordinances or parts of ordinances inconsistent herewith are hereby repealed.
