No person shall operate or cause to be operated any human powered
recreational locomotion device upon the Borough tennis courts or upon
the sidewalks, streets or other public areas in the Business Zone
D of the Borough of Haworth, with the exception of the Terrace Street
parking lot. As used in this section, human powered recreational locomotion
devices shall include, but not be limited to bicycles, roller skates,
roller blades, skateboards and scooters. Nothing in this chapter shall
restrict or prohibit the operation of bicycles upon the Borough streets
in the Business Zone D in accordance with the applicable provisions
of Title 39 of the New Jersey Statutes.

Proper signs designating those areas in which the operation
of human powered recreational locomotion devices is prohibited shall
be posted as deemed appropriate, within the discretion of the Governing
Body.

Every person convicted of a violation of this chapter, or any
supplement thereof shall be liable as follows:
a. First Offense. For a first offense, a written warning shall be issued
by the Haworth Police Department. If the offender is 17 years of age
or younger, the warning shall be issued to the parents or guardians
of the offender and to the offender, stating the nature of the violation
and warning that a second violation will subject the offender to a
fine as provided herein.
b. Second Offense. A fine of $25;
c. Third and Subsequent Offenses. A fine of $50.
