The Borough of Keansburg has acquired by deed of dedication or by lease the following beaches along the shore of the Borough particularly described as follows:
a.ย 
Belvedere Beach. All area bounded on the south by Beachway; on the west by property of Eastern Shore Amusements; on the east by property of the Borough rented from the New Point Comfort Beach Company under a lease made for 25 years; and on the north by the waters of the Raritan Bay.
b.ย 
New Point Comfort Beach. All area described in a lease from the New Point Comfort Beach Company to the Borough of Keansburg dated June 19, 1956, as fully set forth in the lease on file in the Office of the Borough Clerk.
c.ย 
Sheehan's Beach. All area of beachfront described in the lease from Jeremiah J. Sheehan and wife, to the Borough of Keansburg dated December 4, 1956, as fully set forth in the lease on file in the Office of the Borough Clerk.
d.ย 
Main Street Beach. All area of beachfront bounded on the west by Sheehan's Beach as described in the lease above; on the south by property of Sheehan and on the east by property of Morrisey & Walker, Inc., it being understood that the beach is located on both sides of Main Street.
e.ย 
Granville Park Beach. Bounded on the west by property of Morrisey & Walker, Inc.; on the east by the former lighthouse property; on the south by Beachway and on the north by the waters of Raritan Bay.

The Borough Council is authorized and empowered to adopt such rules and regulations as may be necessary for the proper control and regulation of the beachfront and waters adjacent thereto.

If any one or more of the beaches are enclosed with a fence, before such person shall be admitted to the beachfront at any one of the entrance gates to the beaches, the badge, check or other insignia shall be presented to the person at the gate before such person may enter.

No person shall bathe from the dedicated beachfront except from the protected bathing beaches where lifeguards may be provided by the Borough and only at such times if the lifeguards are on duty.

Ball Playing. No person shall play baseball or engage in any ball playing at the bathing beaches during bathing hours.
b.ย 
Disrobing. No person shall disrobe, dress or undress on the dedicated beachfront.
c.ย 
Littering. No person shall throw any bottles, cans, paper or other refuse upon the dedicated beachfront, and all such refuse shall be placed in containers provided therefor.
d.ย 
Dogs. It shall be unlawful for any dog owner to permit his dog on the dedicated beachfront or public walk.
e.ย 
Bicycles. No person shall ride a bicycle on the public walk.
f.ย 
Fences. No person shall climb, break, damage or deface any fence or other Borough property on the dedicated beachfront.
g.ย 
Peddling. No person shall peddle, vend, sell, distribute or offer for sale, any goods, wares or merchandise on the dedicated beachfront or the public walk on the dedicated beachfront.
h.ย 
Solicitations. No person shall solicit any business on the public walk or dedicated beachfront.
i.ย 
Distribution of Printed Matter. No person shall sell or distribute any leaflets, circulars, pamphlets or other printed matter upon the dedicated beachfront, or on the public walk.
j.ย 
Use of Lifeguard Equipment. No person shall use or tamper with any boat or other lifeguard equipment except in case of emergency, without the permission of the Captain of the lifeguards.
k.ย 
Surf Fishing. No person shall engage in surf fishing in the bathing areas during bathing hours.
l.ย 
Alcohol. No person shall bring or consume any intoxicating liquors on the public walk or dedicated beachfront.
m.ย 
Modeling Obscene or Rude Figures. No person shall model any obscene or rude figures upon the dedicated beachfront.
n.ย 
Removal of Sand. No person shall take or haul any beach sand or soil from the dedicated beachfront.

The Borough of Keansburg, at its option, may provide lifeguards. The lifeguards shall have full police power and have full charge and supervision of the bathing at the respective beaches where they are stationed.

No fires will be permitted on the dedicated beachfront.

No person shall model or design in sand or other material upon the dedicated beachfront with the exception that consent in writing shall have first been obtained from the Borough Council; and such consent shall designate where such modeling shall be done and shall be revocable at the will of the Borough Council.

No hole shall be dug in the dedicated beachfront in such manner as to leave a depression more than 12 inches deep in the surface of the sand.

Every person violating any of the provisions of this section shall, upon conviction, be liable to the penalty stated in Chapter 1, Section 1-5.

The operation of any vehicle on the beaches either owned or leased by the Borough by other than law enforcement officers of the Borough and/or municipal employees on municipal business is prohibited.

Any person violating the terms of this section shall, upon conviction, be liable to the penalty established in Chapter 1, Section 1-5.

It shall be unlawful within the park areas of the Borough known as Forest Park, Collins Field, Hill Street Park and the Baywalk East and Baywalk West for any group of two or more individuals to loiter or congregate upon such park facilities, walkways, sitting areas, playground facilities or any other place within the park between the hours of one-half-hour after dusk as defined by the United States Weather Service and 8:00 a.m. the following morning.

Upon good cause shown, the Borough Public Safety Director may issue a permit for the use of the facility between the within contained prohibited hours for civic, political or recreational purposes but such permit shall be valid for specified periods only as outlined on the permit.

Any persons violating any of the provisions of this section shall be subject to a fine of not less than $500 nor more than the maximum permitted by law.

The restrictions as outlined in subsection 10-3.2 above shall not apply to the Baywalk East and Baywalk West from April 1 through and including October 31. From April 1 and October 31 as the time restrictions applicable shall be 12:00 a.m. and 8:00 a.m.

This section is adopted to regulate the dune areas between the easterly side of Beachway Avenue and the beaches, which are vital ingredients in the efforts of the Borough and the State of New Jersey, to preserve and protect the shoreline of this municipality from erosion by wind and water.

DUNE AREAS
Shall mean those tracts of land east of Beachway Avenue, along the bay front on which sand dunes have been constructed at a height approximately 15 feet above the level of the beach and a width approximately 150 feet so as to provide protection from erosion by water or wind.
VEGETATION
Shall mean plants or dune grass which normally grow or which are planted in the dune areas.

No person, firm, or corporation shall place any structure or object of any kind within the dune areas of the Borough.
b.ย 
No person shall trespass by foot on or across the dune areas of the Borough, except in those areas clearly marked and designated for access, upon and across the dune area.

No person shall operate any bicycle or motor vehicle of any kind on or across the dune areas of the Borough.
d.ย 
No person shall remove or destroy the natural vegetation, sand, dunes, fences, or other types of dune-protective devices in the dune areas of the Borough.

This section is not intended to prohibit the officers and employees of the Borough and other authorized personnel from entering into and upon the dune areas for the purpose of cleaning, maintenance, repair, restoration, and planting in order to preserve and protect the Dune Areas of the Borough.
