There shall be a Parks Commission of the City of Owensville,
Missouri.

A. The Mayor, with the advice and consent of the Board of Aldermen,
shall appoint a Board of five (5) Commissioners for the Parks Commission
chosen from the City's residents at large with reference to their
fitness for such office. The Mayor also shall, with the advice and
consent of the Board of Aldermen, appoint a then-sitting member of
the Board of Aldermen a non-voting, "ex officio" member who shall
sit with the Parks Commission on all matters. Said Alderman shall
serve for a term of two (2) years. The Parks Commission shall appoint
a Chairman, a Vice-Chairman and a Secretary to serve for one-year
terms from amongst their members.
B. Vacancies in the Parks Commission, occasioned by removal, resignation
or otherwise, shall be reported to the Board of Aldermen and be filled
in like manner as original appointments.

The Commission members, excepting the Aldermanic member, shall hold office as follows: two (2) members shall serve one-year terms; two (2) members shall serve two-year terms; and one (1) member shall serve a three-year term. The terms shall commence on June 1st of the year of appointment, and the Mayor shall, with respect to any office expiring in a given year, reappoint existing members or appoint new members in accordance with the provisions of Section
115.020 prior to June 1st of each year.

A. The Parks Commission serves as an advisory board to the Mayor and
the Board of Aldermen on issues concerning the parks system as it
relates to the quality of life for residents and property values within
the City. The parks system consists of designated areas of green space,
recreation and trails to facilitate pedestrian and bicycle traffic
to, from, between and within the park lands.
B. Responsibilities and duties of the Parks Commission shall include,
but are not limited to, the following:
1.
Recommend improvements for existing parks regarding maintenance,
plantings, features and attractions.
2.
Assess undeveloped and underdeveloped green spaces within the
City that may be considered appropriate for park and open space preserves
and make recommendations to the Board of Aldermen for acquisition
of such.
3.
Work closely with the City Government, staff and other commissions
regarding the development, use and maintenance of or any changes to
the parks system. Advise on aspects such as landscaping, planting,
weed and erosion control, upkeep of trails, signage and any activities
within the parks system.

The Parks Commission shall hold a regular meeting once a month.
Robert's Rules of Order shall govern the Commission deliberations.
Notification of the meeting, and of any special meeting, will be posted
in accordance with Chapter 610, RSMo., and the ordinances of the City
of Owensville.

The Commissioners shall serve without compensation.

The Mayor may, with the advice and consent of the Board of Aldermen,
remove any Commissioner for misconduct or neglect of duty.
