This chapter authorizes the Upper Perkiomen School District to assume
the hiring and oversight of school crossing guards to be stationed
at intersections located in Upper Hanover Township.
Insofar as Upper Hanover Township does not have a municipal Police
Department, the Township does not make provision for, and this chapter
does not include, any details with respect to the training of the
school crossing guards. The district represents that it will supply
needed training as a part of its responsibility to oversee the crossing
guards.
As of the effective date of this chapter, the Upper Perkiomen School
District is responsible for the hiring and compensation of school
crossing guards to be stationed as deemed necessary within the Township.
The Township will reimburse the school district for 1/6 of the cost
of compensating up to five school crossing guards, as will be set
forth in a separate memorandum of understanding. Such memorandum may
include other municipalities that are ceding the authority to hire
and oversee crossing guards to Upper Perkiomen School District. Regardless
of whether there is a single memorandum of understanding or separate
memoranda with each municipality, this chapter is premised upon an
assumption by the district of at least 1/2 of the total cost of providing
crossing guards.
The school crossing guards will not be employees of the Township,
and will be employees of the district; however, they will not be members
of any existing or future bargaining unit that represents district
employees.
The school crossing guards will be authorized only to control, direct
and manage traffic and pedestrians at or near schools located within
the Township.
