The following are hereby established as the metered parking lots operated by the Borough of East Pittsburgh:
Lot No. 1: Electric Avenue and Dynamo Way
Lot No. 2: Braddock Avenue and Cable Avenue
Lot No. 3: Braddock Avenue
A. 
The time limits and charges for parking in the lots established in § 363-24 of this Article IV shall be as follows:

The parking meters in the said lots shall be in operation, and the provisions of this Article IV regulating such operation and time limits shall be in force 24 hours of each and every day in the year except Sundays and holidays.
C. 
Monthly parking permits may be obtained from the Chief of Police for parking in the parking lots by Westinghouse personnel or for other special-purpose parking.
Parking meters installed in the said lots shall be placed immediately adjacent to the individual parking space that shall be marked off in the said lots. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal time established by this Article IV and, when occupied, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on expiration of such period, shall indicate illegal or overtime parking.
Lines and/or markings shall be painted or placed upon the various metered parking lots hereby established, adjacent to each parking meter, for the purpose of designating the space for which such meter shall be used. Each vehicle parked adjacent to any parking meter shall be parked within the lines or markings so placed and applicable to such meter. It shall be unlawful and a violation of this Article IV for any person:
A. 
To park any vehicle across any such line or marking; or
B. 
To park any vehicle in such a position that such vehicle shall not be within the area so designated by such lines or markings; or
C. 
To park a vehicle elsewhere in any such lot than in an individual parking space adjacent to a parking meter.
It shall be unlawful to park any vehicle in any of the said parking lots otherwise than with the foremost part of the parked vehicle nearest to the parking meter applicable thereto.
Whenever a vehicle is to be parked in any of the said parking lots, at any time during which the parking meters therein shall be in operation, except for any person who has obtained a monthly permit from the Police Chief, the operator of such vehicle shall, upon entering a parking space adjacent to a parking meter, immediately deposit, or cause to be deposited, in such parking meter one or more coins of the United States as shall be specified in the legend upon such parking meter. Upon deposit of such coin or coins, and placing the meter in operation, such parking space may be lawfully occupied by such vehicle for the length of time designated by § 363-25 of this Article IV. If any vehicle shall remain in any such parking space for such length of time that the meter shall indicate by a proper signal that the lawful parking time shall have expired, such vehicle shall be considered as having been parked overtime, and the parking of a vehicle overtime shall be a violation of this Article IV, provided every hour that a vehicle shall remain parked at a meter showing a violation shall constitute a separate violation of this Article IV.
It shall be unlawful, and a violation of this Article IV, for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this Article IV, provided nothing herein shall apply to the servicing or opening of parking meters by authorized persons.
The metered parking lots hereby established are hereby declared to be for the use of private passenger vehicles only, and it shall be unlawful, and a violation of this Article IV, for any person to park in any such lot any bus, truck, tractor, trailer, tractor-trailer or commercial vehicle or any kind or nature.
A. 
It shall be the duty of the police officers of the Borough, acting in accordance with instructions of the Chief of Police, to report:
(1) 
The name of the parking lot, and the number of the parking meter therein that indicates that the vehicle occupying the parking space adjacent thereto is, or has been, parked in violation of any provision of this Article IV;
(2) 
The date and hour of such violation;
(3) 
The license number of such vehicle;
(4) 
Any other facts, the knowledge of which shall be necessary for a full understanding of the circumstances attending such violation.
B. 
Every such police officer shall also place upon such vehicle a notice to the owner or operator thereof that such vehicle was parked in violation of the provisions of this Article IV, and instructing such owner or operator that if he shall report to the office of the Chief of Police and pay, for the use of the Borough, the sum of $5 within 48 hours after the time of such notice, the same shall save such violator from prosecution and from payment of the fine and costs hereinafter provided in this Article IV.
A. 
Any person who shall violate any of the provisions of this Article IV except § 363-30 thereof shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $15 and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for not more than one day for each $10 of the unpaid balance of fine and costs.
B. 
Any person who shall violate any provision of § 363-30 of this Article IV shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $300, and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for not more than 30 days.
