The basic form and structure of government provided in this
Administrative Code is the council/secretary form of government. As
more fully described in the Borough Code and this Administrative Code,
the legislative powers and functions of the Borough government shall
be vested in and exercised by the Council. The Secretary shall be
the chief administrative officer of the Borough, responsible to the
Council for the administration of all Borough affairs unless such
administration is vested in another official by the law, Borough ordinance
or this Administrative Code. The advisory boards and commissions perform
advisory duties of a continuing nature in specific areas as designated
by this Administrative Code.
The flow of information, policy direction and activity coordination
shall, in the case of administrative matters, be directed to and/or
through the Secretary. The flow of information in the establishment
of policy shall always emanate from the Council to the Secretary and
administrative and advisory boards, when applicable.
