The Council finds that the use of barbed wire in and about residential properties within the Borough causes unnecessary risk of bodily injury to citizens of the Borough, particularly young persons.
Thirty days from and after the enactment of this article, the use or presence of barbed wire in or about residential properties is declared to be illegal.
Any person or persons, firm or corporation who shall violate this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $300, and costs, or to undergo imprisonment for not more than 30 days, provided that each violation of this article and each day the same is continued shall be deemed a separate offense.
