Any person or persons placing garbage and/or trash of any kind at the curbside for pick up by the designated Borough collector at any time other than after 6:00 p.m. on the evening before the designated collection day or days is in violation of this article.

It shall be the duty of every resident, householder, tenant, hotelkeeper, boardinghouse keeper, cafe owner or proprietor, nightclub proprietor, retail dealer, restaurateur, and all parties within the Borough of East Pittsburgh to provide or cause to be provided portable containers for holding garbage; said containers are to be perfectly watertight and so kept, with handles on the outside and provided with a tightly fitted cover, which cover shall not be removed except when absolutely necessary. The capacity of said containers shall be of a capacity sufficient for the needs of the owner. Said containers shall be placed at the curbside for pickup consistent with the garbage collection. All such containers shall be returned by the garbage collector, his agents or employees to the said place or places where found without unnecessary delay, and no person except for such purposes authorized shall in any manner interfere with such containers or the contents thereof.

Any person, firm, business, or corporation who violates any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $300 and/or to imprisonment for a term not to exceed 90 days. Every day that a violation continues shall constitute a separate offense.
