The office of the Fire Protection Subcode Official of the Borough
of Alpha is hereby officially created.
Appointments to the office of the Fire Protection Subcode Official
shall be made by the Mayor with the advice and consent of the Council.
The term of office shall be one year, but the first term shall commence
upon the effective date of this chapter and shall expire December
31 of the same year. Thereafter, every appointment shall be made for
the calendar year. A vacancy for the office shall be filled for the
unexpired term only. Said position shall report to the Director of
Administration.
The Fire Protection Subcode Official must possess a valid license
as a Fire Protection Subcode Official issued by the New Jersey Department
of Community Affairs. This may include a valid license as a Fire Protection
Inspector at the appropriate level, residential and commercial (RCS),
industrial and commercial (ICS), or high-rise and hazardous (HHS),
depending on the class of structure, issued by the New Jersey Department
of Community Affairs.
The Fire Protection Subcode Official shall in a timely manner:
A. Review plans of proposed structures as provided in State Uniform
Construction Code regulations for conformity with fire protection
subcode and approve same where appropriate.
B. Conduct field inspections and special investigations to ensure compliance
with the State Uniform Construction Code regulations, municipal ordinances
and code, and approved plans for and specifications for all new construction
and renovations, as they relate to the fire protection subcode.
C. Initiate necessary legal action against violators of municipal ordinances
and code.
D. Conduct office work and prepare needed reports.
E. Establish and maintain needed records and files, including those
of inspections and investigations.
F. Attend meetings of municipal agencies, as requested.
G. Appear and testify in the municipal court or other appropriate courts,
boards and agencies to obtain compliance with all laws and ordinances.
H. Submit monthly reports of inspections made and outcomes to her/his
director.
I. Collect and record permit and other fees, issue permits, and verify
that required prior approvals have been obtained and is responsible
for ensuring that these actions are in accord with the regulations
for the State Uniform Construction Code.
J. Utilize various types of electronic and/or manual recording and computerized
information systems used by the agency, office, or related units.
K. Conduct such further action under her/his office that is appropriate
under the Code of the Borough of Alpha and the State Uniform Construction
Code.
