A. 
Adoption by reference. A code defining and regulating trailer courts; establishing minimum standards governing the construction, alteration, maintenance, operation and sanitation of trailer courts; establishing minimum standards governing the utilities and sanitary facilities to be provided at trailer courts; fixing the responsibilities and duties of the owners and operators of trailer courts; declaring and defining certain trailer courts as nuisances and authorizing inspections of trailer courts; and declaring and fixing penalties for violation thereof, is hereby adopted pursuant to N.J.S.A. 40:49-5.1. A copy of said code is annexed hereto and made a part hereof without inclusion of the text thereof herein.
B. 
Copies. Three copies of the said code have been placed on file in the office of the Secretary of the Board of Health of the Township of West Deptford upon the introduction of this article and will remain on file in said office for use and examination by the public. Any person desiring additional copies may obtain them from the Director of Local Health Services, State Department of Health, P.O. Box 1540, Trenton, New Jersey, 08625.
The said code established and adopted by this article is described and commonly known as the "Trailer Court Code of New Jersey (1956)."
A. 
Administrative authority. The administrative authority under this article shall also include the Board of Health of the Township of West Deptford, and authority for the enactment of this article and amendments thereto shall also include the provisions of N.J.S.A. 40:52-1, Subdivision d.
B. 
Appointed enforcement agents. The Board of Health shall appoint enforcement agents who shall have the daily responsibility of the enforcement of this code. Said enforcement agents shall be directly responsible to the Board of Health.
Whenever the word "trailer" is used in this code, it shall be held to mean also mobile homes.[1]

A. 
No person shall construct, alter, maintain or operate a trailer court within the boundaries of this municipality until a valid license or permit therefor shall have been issued by the Township Committee of the Township of West Deptford.

B. 
Issuance and expiration.

(1) 
All applicants for licenses or permits shall submit their requests for the same to the Township Committee of the Township of West Deptford on forms approved by said governing body during the month of December of each year. Licenses or permits to maintain and operate a trailer court shall be issued for a period of one year, expiring annually on December 31.
(2) 
Applications to alter or reconstruct a trailer court may be submitted to the Township Committee at any time.
(3) 
All applications shall be accompanied by the fees required by § 154-7A.
C. 
Transferability. Licenses issued to trailer camps, trailer courts or mobile home courts shall not be transferred except upon application and approval of the Township Committee of the Township of West Deptford.
D. 
Approval or denial of license application.

(1) 
Licenses shall be approved or denied by the Township Committee. Prior to acting upon applications, the Township Committee shall refer each application to the Township Planning Board for review and recommendations with respect to location of lots, streets and utilities. The Township Committee shall also refer each application to the Board of Health for its review with respect to all other requirements of this article and the code adopted herein.
(2) 
The Township Committee shall afford any applicant whose license application has been denied or suspended an opportunity to be heard at a public hearing, in accordance with the provisions of Section 12 of the code adopted herein.

Any person aggrieved by denial or suspension of a license by the Township Committee may seek relief therefrom in the appropriate court of competent jurisdiction.
A. 
Fees.
(1) 
The following fees and charges are herewith established and shall be set forth in Chapter 11.

(2) 
All of the above-mentioned fees are to be paid in cash to the Township on a monthly basis, together with a written monthly report for the previous month concerning the occupancy of each space.
B. 
Payment of fees. All fees and moneys collected under any provision of this article or the code established herein shall be paid to the tax collector of the municipality. All permits and licenses required under this article shall be stamped by the Township and shall be void until stamped, and a stamped permit or license shall be prima facie evidence that the fees required under this article have been paid.
A. 
Number of trailer courts regulated. Not more than three trailer courts or trailer camps or mobile home courts shall be licensed in the Township of West Deptford at any time.
B. 
The number of trailers, trailer coaches and/or mobile homes permitted in any licensed trailer camp, trailer court or mobile home court shall not exceed 125.

C. 
Setback established. The placing of any trailer, trailer coach or mobile home in any trailer park, trailer court and/or mobile home court shall have a road setback as to any trailer of not less than 50 feet from the right-of-way, which setback area shall not be used for parking of any vehicle, equipment or any other obstruction whatsoever.

As used in this article, the following terms shall have the meanings indicated:
TRAILER, CAMPCAR or TRAILER COACH
Any vehicle, whether self-propelled or otherwise, used or intended for use as a conveyance upon the public streets or highways and so designed, constructed or reconstructed or added to by means of accessories in such a manner as to permit the occupancy thereof as a dwelling or sleeping place for one or more persons or as living and business quarters combined, and having no foundation other than wheels, jacks or skirting, so arranged as to be interactive with or portable by such trailer, campcar or trailer coach.
A. 
Public streets or places. It shall be unlawful within the limits of the Township of West Deptford for any person to park any trailer on any street, alley, highway or public place in the Township of West Deptford.
B. 
Private grounds. No trailer coach shall be occupied on any tract of ground within the Township of West Deptford except as provided in Article I of this chapter.
Any person, firm or corporation violating or contributing in any way to the violation of this article or any part thereof shall, upon conviction thereof, be punished by a fine of not more than $500 or imprisonment for not more than 90 days, or both, in the discretion of the Municipal Judge, and each day that a violation continues shall constitute a separate offense.
