Certain offices of the borough shall be filled by appointment unless otherwise specified; such appointments shall be made by the Mayor, with the advice of and consent of the Council, including vacancies, which shall be for the unexpired term only. The method of appointment shall be as provided in N.J.S.A. 40:87-16. The term for each office shall be as provided by statute and borough ordinances.
A. 
Term. The Clerk shall be appointed for one year, commencing January 1 of the year in which he is appointed. (N.J.S.A. 40A:9-156; 40:87-15) Tenure may be obtained under N.J.S.A. 40A:9-134.
B. 
General duties. The Clerk shall attend all meetings of the Council, keep a correct record of all its proceedings, have the power and authority to take and administer oaths and affirmations in borough matters, and perform all the functions of municipal clerks as specified by law. In addition, he shall perform such other duties as the Council may require. (N.J.S.A. 40:87-54)
C. 
Records. In addition to recording ordinances and resolutions of a permanent character, the Clerk shall have custody of and shall safely keep all records, books and documents of the borough, except those committed by ordinance to any other office or transferred thereto by the Mayor and Council. He shall, upon request and upon payment of the fees prescribed therefor by resolution of the Council for the use of the borough, furnish a certified copy of such paper in his custody, under the corporate seal of the borough. D. 
Filing of rules, regulations. All rules or general regulations made by any department, officer, agency or authority of the municipality shall be filed with the Clerk. The Clerk shall maintain a current compilation of all such rules and regulations, which shall be available for public inspection in his office during business hours.
E. 
Seal. The Clerk shall cause the corporate seal of the borough to be affixed to instruments and writings when authorized by ordinance or resolution of the Council or when necessary to exemplify any document on record in his office or to certify any act or paper which, from the records in his office, shall appear to have been a public act of the borough or a public document. He shall not affix the said seal or cause it to be affixed to any other instrument or writing or other paper, unless required by state statute or ordinance of the Borough of Lawnside. F. 
Duties regarding sureties, bonds, leases; reports required. The Clerk, subject to the supervision of the Mayor and Council, shall:
(1) 
Be the depository and custodian of all official surety bonds furnished by or on account of any officer or employee, all insurance policies upon or with respect to risks insured for the benefit of the borough or to protect it against any claim, demand or liability whatsoever, and all formal contracts for work, labor, services, supplies, equipment and materials to which the municipality may be a party. (N.J.S.A. 40A:5-34)
(2) 
Be the depository for and have custody of all performance bonds running to the borough as obligee, or any other form of security given by any contractor, subdivision developer or other persons on account of work done or to be done in or for the borough.
(3) 
Have custody of all leases of property owned by the borough.
(4) 
Report to the Council, at such time as may be required, on the coverage, premium and expiration date of each surety bond and insurance contract and the terms of leases and their expiration dates.
G. 
Additional duties. The Clerk shall also:
(1) 
Administer the provisions of the borough ordinances with reference to the licensing of occupations and activities for which licenses are required by law or ordinance to be obtained from the Clerk.
(2) 
Keep a calendar of all matters pending before the Council.
(3) 
Issue certificates regarding the approval of land subdivisions which have been duly approved by the Planning Board, pursuant to N.J.S.A. 40:55-1.24.
A. 
The position of Deputy Borough Clerk is created pursuant to N.J.S.A. 40A:9-135.
B. 
The Deputy Clerk shall perform all of the duties of an assistant borough clerk and, in addition thereto, shall have all the powers and perform all the duties of the Borough Clerk during such times and for such specific periods as the Borough Clerk shall be absent.
C. 
The Deputy Clerk shall be appointed by resolution of the Mayor and Council and shall be appointed for the term of one year, commencing January 1 of the year in which he is appointed.
D. 
The provisions of Subsection C above shall not apply where the Deputy Clerk shall have been certified as a permanent employee by the New Jersey Division of Civil Service. In that event and upon said certification, said Deputy Clerk may be removed only for cause as set forth in civil service procedure.

There shall be a Judge of the Municipal Court of the Borough of Lawnside. He shall be appointed by the Mayor, with the advice and consent of the Council, and shall serve for three years and until his successor has been appointed and qualified.

The Chief Financial Officer shall be in charge of and have the custody of the general funds of the borough. He shall be appointed by the Mayor, with the advice and consent of the Council. His term shall be one year and until his successor has been appointed and qualified.

A. 
Qualifications. To be eligible for appointment, the appointee shall hold a degree in civil engineering from a recognized college of engineering and be licensed in the State of New Jersey.
B. 
Duties. The Municipal Engineer shall perform the duties as required by law and the ordinances of the Borough of Lawnside.
C. 
Appointment. The Municipal Engineer shall be appointed by the Mayor, with the advice and consent of the Council.
D. 
Term. The term of office of the Municipal Engineer shall be for one year unless otherwise provided by law.

A. 
Creation of office; appointment. The office of Superintendent of Public Works is hereby created. He shall be appointed by the Mayor and Council, subject to certification by the New Jersey Division of Civil Service.
B. 
Duties. The Superintendent of Public Works shall discharge such duties as the Council may impose from time to time, consistent with the duties specifically set forth in Chapter 30 of the Code of the Borough of Lawnside.[1]

C. 
Bond. The Superintendent of Public Works shall deposit with the Mayor and Council a satisfactory bond in the amount of $5,000 to guarantee the faithful performance of his duties. The bond shall be in such form as shall be approved by the Council.

The Building Inspector, designated the "Building Official" in the Building Code,[1] shall inspect the construction and alteration of buildings and shall enforce requirements of the Building Code. He shall be appointed by the Mayor, with the advice and consent of the Council. His term shall be for one year from January 1 of the year in which he is appointed and until his successor has been appointed and qualified. The Building Inspector, in addition to his other duties, shall be responsible for enforcement of such other ordinances and codes as may be established by the Mayor and Council designating him as the enforcing officer.

The Borough Attorney shall be appointed by the Mayor and Council for the term of one year from the first day of January of the year of his appointment and until his successor has been appointed and qualified. He shall be an attorney-at-law of New Jersey but need not be a resident of the borough.
A. 
The Attorney shall have such powers and perform such duties as are provided for his office by general law or the ordinances of the Borough of Lawnside. He shall represent the borough in all judicial and administrative proceedings in which the municipality may be a party or have an interest, and shall, at the direction of the governing body, represent its elected and appointed officers, departments and agencies in judicial and administrative proceedings in which they shall be a party or have an interest. He shall give all legal counsel and advice where required by the Council or any member thereof and shall, in general, serve as the legal advisor to the Council on all matters of borough business. In furtherance of such general powers and duties but without limitation thereof, the Borough Attorney shall:
(1) 
Draft or approve as to form and sufficiency all legal documents, contracts, deeds, ordinances and resolutions made, executed or adopted by or on behalf of the municipality.
(2) 
With the approval of the Council, conduct appeals from orders, decisions or judgments affecting any interest of the borough as he may in his discretion determine to be necessary or desirable or as directed by Council.
(3) 
Subject to the approval of the Council, have power to enter into any agreement, compromise or settlement of any litigation in which the borough is involved.
(4) 
Render opinions in writing or verbally upon any question of law submitted to him by the Council or any member thereof with respect to their official powers and duties, and perform such duties as may be necessary to provide legal counsel to the Council and Mayor in the administration of municipal affairs.
(5) 
Supervise and direct the work of such additional attorneys and technical and professional assistants as the Council may authorize for special or regular employment in or for the municipality.
B. 
The following duties of the Borough Attorney shall be covered by his annual retainer: attendance at all public and caucus meetings of the governing body. All other services shall be on a fee basis as authorized by the Mayor and Council. All invoices for legal services shall by subject to Council approval.
A. 
Position created. There is hereby created the position of Public Safety Officer, who shall be appointed in the manner provided by law and shall perform such functions and duties as shall be prescribed for him by law in addition to those herein prescribed.
B. 
Duties. The Public Safety Officer shall:
(1) 
During an assigned tour of duty, answer fire alarms and assist in extinguishing fires; when so engaged, perform the necessary tasks involved in the cleaning and maintaining of fire equipment, apparatus and buildings, and inspect public and private buildings to determine the condition of fire protection apparatus and the existence of any possible fire hazards; when so assigned, patrol a designated area in a motor vehicle to provide assistance and protection for persons, to safeguard property, to assure observance of the law and, under limited circumstances, to apprehend lawbreakers; do related work as required.
(2) 
Assist in cleaning and maintaining quarters, equipment and apparatus; maintain watch in quarters during an assigned shift; participate in fire drills and other training courses; drive or accompany fire apparatus; operate and use other fire-fighting equipment and apparatus; may take charge of all goods and chattels that may be removed from buildings as a consequence of a fire and keep them under his protection until they can be delivered to the owner, and during the continuance of any such fire and until the goods so removed can be delivered to the owner he may arrest, without warrant, any person interfering therewith; perform special duty at theaters, schools and other public gatherings to help maintain proper fire precautionary measures; inspect fire hydrants; perform rescue work; receive fire alarms and notify proper fire company; perform fire-fighting and patrol training evaluations; when assigned to patrol, patrol a designated section of the municipality, be on the lookout for electrical wires that have fallen to the ground, etc., notify the proper authorities of their existence and location, inspect fire and traffic signal boxes, maintain a close watch on residences of families temporarily out of the municipality and on any unoccupied residence or building; when assigned to patrol, as a subordinate duty, perform duties such as the following: be on the lookout for infractions of the law, use due diligence in discovering and reporting such infractions of the law, use due diligence in discovering and reporting such infractions to the Police Department; when a police officer is not available, prevent a perpetrator from leaving the scene of an infraction, protect persons from a threatened wrong, prevent disorders by using best efforts to restore peace and order, direct traffic, render emergency assistance in keeping with the position, acquaint himself with all parts of his patrol district, handle firearms with extreme care and do not display the same unnecessarily, maintain and clean firearms assigned to him, place firearms assigned to him under lock and key in the firehouse when not on patrol duty; if an alarm of fire is sounded when assigned to patrol duty, immediately cease the exercise of patrol duties and attend such alarm of fire; keep needed records.
C. 
Requirements for applicants.
(1) 
Graduation from high school or a vocational high school, or possession of an approved high school equivalent certificate.
(2) 
Resident of municipality for at least six months immediately preceding the announced closing date for filing applications.
(3) 
Possession of a valid New Jersey driver's license may be required.
(4) 
Age. Not less than 18 nor more than 35 years of age at the announced closing date for filing applications. In determining maximum age eligibility of veterans, the time spent in active military service will be deducted from the attained age. When an applicant has reached his 35th birthday, he is considered to be over 35 years old.
(5) 
Medical examination. Applicants will be required to pass a thorough examination in order to be placed on the eligible list. Any medical or physical condition or defect which would prevent efficient performance of the duties of the position, cause the applicant to be a hazard to himself or others or become aggravated as a result of performance of the duties will be cause for rejection.
D. 
Specific physical qualifications.
(1) 
Minimum height of five feet six inches.
(2) 
Minimum weight of 135 pounds.
(3) 
Visual activity of 20/50 in each and both eyes without artificial correction, and normal color perception.
(4) 
Auditory acuity of 20/20 in each ear without artificial aid.
(5) 
Normal nervous, circulatory, endocrine, respiratory and genitourinary systems.
(6) 
Freedom from ruptures, hemorrhoids, varicose veins, etc.
(7) 
Normal functions of limbs, hands and feet.
A. 
Creation of office. There is hereby created and established the office of Assessor of Taxes in the Borough of Lawnside, County of Camden, State of New Jersey, pursuant to the provisions of N.J.S.A. 40A:9-146 and 40A:9-148, and such other clerical help and personnel as shall be necessary to properly conduct the business of the office of the Tax Assessor. The Assessor of Taxes shall be appointed by the Mayor and Council and shall hold office for a term as provided by said law.
B. 
Compensation. The salary of the Assessor of Taxes and any clerical personnel shall be as set forth in the annual Salary Ordinance.[1]

A. 
Creation of office. There is hereby created and established the office of Borough Administrator in the Borough of Lawnside, County of Camden, New Jersey, pursuant to N.J.S.A. 40A:9-136, 40A:9-137 and 40A:9-138, and such other clerical help and personnel as shall be necessary to properly conduct the business of the office of the Borough Administrator.
B. 
The Borough Administrator shall be appointed by the Mayor with the advice and consent of the Council and shall hold office for a term of years not to exceed three years. The appointing resolution passed by the Council shall fix the appointed term for one, two, or three years.

C. 
Compensation. The salary of the Borough Administrator and any clerical personnel shall be as determined by the Mayor and Council as set forth in the annual Salary Ordinance.[1]

D. 
Purpose of office. The Borough Administrator shall act as the chief administrative officer of the borough. The Administrator's duties shall include the development of rules and regulations for administrative procedures governing purchasing practices, operation of all departments, personnel management and general coordination of departments, offices, boards and agencies of the borough, all for the purpose of increasing the effectiveness and efficiency of the borough government and promoting its economic and responsive operation.
E. 
General duties. The Administrator shall perform the duties hereinafter enumerated and such other duties as may be assigned by the governing body. The Administrator's entire time and effort shall be devoted to the performance of the duties and functions of the position of the Administrator. The Administrator shall:
(1) 
Represent the borough and assert its proper interests in relation to the state and other political subdivisions and with respect to borough contracts and franchises.
(2) 
Attend all regular monthly meetings of the governing body and work and agenda sessions for these meetings, with the right to speak but not vote on all agenda items, and attend other meetings as directed by the governing body, and receive notice of all special meetings of the governing body and all advisory committees, boards and other agencies of the borough; keep the governing body informed as to the conduct of the borough affairs; submit periodic reports, either in writing or orally, on the condition of the borough finances; submit other reports, either in writing or orally, as the governing body shall request; and make recommendations to the governing body necessary and advisable for the welfare of the borough.
In addition to the foregoing, attend all executive/closed session meetings of Council, Caucus or other meetings as directed by the governing body. The Borough Administrator shall be a formal designee of the borough to attend all such closed session meetings and shall be responsible to maintain his or her own record of the closed session meetings and to ensure that minutes of said executive/closed session meetings are taken and maintained by the Municipal Clerk.

(3) 
Study governmental and administrative operations and needs of the borough and prepare and recommend to the governing body necessary and desirable plans and programs to meet present and foreseeable needs.
(4) 
Develop, prescribe and enforce rules and regulations for the efficient management of the borough government, for avoidance of any duplication or overlapping of effort among departments or among the units within a department and for the improvement of methods and procedures of administration.
(5) 
Respond to public inquiries that address the operation of the borough government.
(6) 
Keep the governing body informed as to the federal aid projects and any other aid programs for which the borough may qualify and actively pursue said projects and programs upon instruction by the governing body.
(7) 
In conjunction with the Borough Chief Financial Officer and, if necessary, the Borough Treasurer, be responsible for the administration of the budget after its adoption by the governing body and the implementation of the work programs contained in the budget.

(8) 
Oversee the execution and enforcement of the laws of the State of New Jersey and ordinances and resolutions of the governing body.
(9) 
Receive copies of all general and official correspondence addressed to the Borough of Lawnside.
(10) 
Assist the governing body in preparation of the agenda for each voting meeting of the governing body and supply facts pertinent thereto in time for the work session preceding the meeting and, further, arrange meetings and conferences when so required by the governing body.

(12) 
Perform such other duties as may be required by the governing body.
F. 
Supervisory duties. The Administrator shall supervise all personnel of the borough through the respective department heads and direct the business activities of all borough departments. The Administrator shall:
(1) 
Have all complaints regarding services or personnel of the borough referred to the office of the Administrator. The Administrator or an officer designated by the Administrator shall investigate and dispose of such complaints and when and what action was taken in response thereof when requested so to do.
(2) 
In conjunction with the Borough Treasurer and/or Chief Financial Officer, study, recommend, implement and enforce the financial procedures and policies of the borough and its departments after consultation with department heads and approval of the governing body.

(3) 
Require the various departments of the borough to furnish annually an adequate inventory of all equipment, materials and supplies in stock and recommend the sale of any surplus or obsolete equipment, materials and supplies.
(4) 
Negotiate contracts for the borough upon request of the governing body and subject to the approval of the governing body.
(5) 
See that all terms and conditions imposed in favor of the borough or its inhabitants in any statute or contract are faithfully kept and performed and, upon knowledge of any violation, call the same to the attention of the governing body.
(6) 
Make recommendations which may increase the efficiency of the operation of the borough.
(7) 
Be responsible for the conduct of a sound investment program subject to governing body policy and report such actions and results to the governing body.
G. 
Miscellaneous duties.
(1) 
The Administrator shall be the supervisor of the purchasing officer of the borough and shall supervise the purchase of, in accordance with the provisions of the governing statutes and sound purchasing practices, all materials, supplies and equipment of the various agencies, boards, departments and other offices of the borough. The Administrator shall keep or cause to be kept an account of all purchases and shall from time to time or when directed by the governing body make a full report thereof. The Administrator shall:

(a) 
Establish rules, regulations, standards and specifications to control all purchases by the borough and recommend to the governing body such standards as to qualify, size and variety of articles, equipment and supplies used by the offices and departments of the borough, to make possible uniform purchasing practices.
(b) 
Act as supervisor of the purchasing agent in the purchase of such materials, equipment and supplies and to issue or supervise the issuance of the necessary purchase orders for such materials, equipment and supplies for all departments, as well as to ensure that the materials, equipment, services or supplies delivered are correct in number or amount and comply with the standards and specifications prescribed by the governing body as agreed to at the time of purchase.
(c) 
Ensure that all purchases are at the most favorable price to the borough.
(d) 
See to it that the materials, equipment, services or supplies delivered are correct in number or amount and comply with the standards and specifications prescribed by the governing body as agreed to at the time of purchase.
(2) 
The Administrator shall review, validate and recommend all bids and vouchers for payment prior to final approval by the governing body and shall establish procedures associated with the voucher process.
(3) 
In preparation for the annual borough budget to be proposed to the Council for adoption, the Administrator or an officer designated by the Administrator shall obtain from the head of each department, committee, board, agency or officer estimates of revenues and expenditures and other supporting data as requested. Said data are to be supplied by May 1, with copies distributed to the governing body prior to the public budget hearings.

(4) 
The Administrator supervise the preparation and compile budget studies, analyses and schedules. In conjunction with the Treasurer and Chief Financial Officer, he/she shall assist the Mayor and Council in such manner as they shall require in the preparation of the annual borough budget. The Administrator shall help draft an explanatory budget message, upon adoption of the budget, current accounts of the expenditures made shall be kept on a monthly basis based upon the supplemental detail of the adopted budget. In consultation with the Chief Financial Officer and Treasurer, the Administrator shall maintain a continuing review and analysis of budget operation, work progress and costs of municipal services.

(5) 
In consultation with the Chief Financial Officer and Treasurer, the Administrator shall prepare the temporary budget for presentation at the January regular meeting of the governing body.

(6) 
The Borough Administrator shall furnish a surety bond to be approved by the governing body. The premium of said bond shall be paid by the borough.
(7) 
The Administrator shall, in consultation with the Chief Financial Officer, Treasurer, and Recreation Committee, establish an annual per child summer recreation fee to be charged to families choosing to enroll their children in the Borough of Lawnside Summer Recreation Program. Said fee shall not exceed $100/child with a surcharge not to exceed $50 for each additional child per family. The Administrator shall, in consultation with the Chief Financial Officer, Treasurer, and Recreation Committee review the per child enrollment fee and establish a new fee at the beginning of each fiscal year.

H. 
Conflicts of interest. The Administrator shall have no interest, directly or indirectly, in any contract job for work or materials, or the profits thereof, to be furnished to or performed for the borough.
I. 
Requirements.

(1) 
Education: Graduation from an accredited college or university with a bachelor's degree. Note: Applicants who do not meet the above educational requirement may substitute additional work experience as described below on the basis of one year of such experience for each 30 semester hours of credit they are lacking.
(2) 
Experience: Five years of management experience which shall have involved setting program or organizational goals and objectives, establishing organizational structure or determining the need for and developing plans for organizational changes, setting policy for the organization or program managed by establishing program emphasis and priorities and developing operating and procedural guidelines, and directing the work of the organization or program through subordinate levels of supervision. Note: Possession of a master's degree from an accredited college or university with a major course of study in human services administration, business administration, public administration, industrial management, industrial engineering, management science or in a program related to the organization, operation, administration, and control of private or public organizations, may be substituted for one year of the above experience.
(3) 
License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

A. 
Definition. Under direction; is responsible for the implementation, coordination and enforcement of a municipal recycling program; informs the public about the recycling program; coordinates the manpower, machinery and public relations activities necessary to carry out a successful recycling program; does related work as required;
B. 
Example of work. Visits homes where a recycling program exists or is to be implemented; distributes information relating to pick up of disposable items; answers questions that may arise concerning the program; educates homeowners, church and civic organizations about the program; encourages citizens to participate in the recycling program. Has charge of and is responsible for the enforcement of the provisions of the municipal recycling program; coordinates the men who work on the trucks to see that refuse is picked up in a proper manner; routes and reroutes trucks and sees that schedules are maintained; tours the municipality to ascertain that all ordinances pertaining to the recycling program are observed and the recycling laws are enforced; ensures that containers conform to specifications in size and construction; receives complaints of businessmen and property owners and takes prompt action; keeps needed records and files reports with appropriate parties on the recycled materials collected.
C. 
Requirements:
(1) 
Ability to read, write, speak and understand English sufficiently to perform the duties of this position.
(2) 
Some knowledge of a recycling program as it exists according to federal, state and local regulations.
(3) 
Ability to relate to people on a personal level.
(4) 
Good knowledge of the accepted practices in the collection and disposal of recyclable materials; of the proper procedures in handling recycling containers, storing recycling materials; staking materials on trucks; and disposal of materials; of handling complaints tactfully and promptly, and of preparing suitable reports.
(5) 
Ability to understand, remember, and carry out oral and written directions; to learn quickly from oral and written explanations and from demonstrations; to analyze problems, organize assigned work, and develop effective work methods; to analyze municipal ordinances concerning the collection and disposal of recyclable materials and apply them to specific cases; to note and correctly appraise significant facts and conditions in making inspections; to take and maintain a firm and correct stand when controversies arise.

Ability to develop and execute educational programs for the public.
(7) 
Ability to gather necessary information and prepare the reports required by agencies and businesses interfacing with the recycling program.
(8) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.

A. 
There is hereby established the position of "Official Historian" of the Borough of Lawnside.
B. 
The duties of the Historian shall be:
(1) 
To gather, accumulate and take control of documentation, photographs, memorabilia and similar materials pertaining to memorable events in the history of the Borough of Lawnside.
(2) 
To see to the care and preservation of all the materials under his or her control.
(3) 
To provide for the dissemination of information to the public concerning the history of the Borough of Lawnside.
(4) 
To maintain a written summary of the history of the Borough of Lawnside.
(5) 
Such other duties appertaining to his or her position as may be directed by the Borough Council.
C. 
The Official Historian shall be appointed by the Borough Council and shall serve for a term of three years or until his or her successor is appointed and qualified.
D. 
The Official Historian shall serve without compensation.

A. 
There is hereby created and established the position of Emergency Management Coordinator of the Borough of Lawnside.
B. 
The duties of the Emergency Management Coordinator shall be:
(1) 
Plans, organizes, and conducts varied emergency management programs and procedures within the Borough;
(2) 
Directs and integrates the practice exercises of the Borough with that of county and state emergency management organizations;
(3) 
Confers with county and state officials on the development and implementation of mutual aid programs;
(4) 
Plans and develops a comprehensive training program for Borough staff in accord with federal and state criteria;
(5) 
Reviews and analyzes directives and instructions issued by Borough staff to ensure conformity with policies and procedures set forth by county, state, and federal officials;
(6) 
Attends meetings and gives talks before various civic, fraternal, educational, religious, and other groups on the objectives, programs, and significance of emergency management activities;
(7) 
Establishes and maintains needed records and files;
(8) 
Ensures that the Municipal Office of Emergency Management is available on a twenty-four-hour basis;
(9) 
Supervises the day-to-day operations of the Municipal Office of Emergency Management;
(10) 
Ensures that the Borough meets all requirements for the Federal Emergency Management Assistance Program including meeting goals agreed to in the annual work plan, maintaining a currently approved Municipal Emergency Operations Plan, and providing the NJ Office of Emergency Management with quarterly program status reports, if applicable;
(11) 
Responsible for other related duties as required.

A. 
There is hereby created and established the position of Deputy Emergency Management Coordinator of the Borough of Lawnside.
B. 
The duties of the Deputy Emergency Management Coordinator shall be to assist the Emergency Management Coordinator with all duties related to the Emergency Management Department, under the direction of the Emergency Management Coordinator.

There shall be such other appointive officers as the Council may deem necessary. Such other positions shall be established by ordinance, and such officers shall be appointed by the Mayor, with the advice and consent of the Council. Terms shall be one year and until their successors have been appointed and qualified.
