The New Jersey State Housing Code N.J.A.C. 5:28-1, et seq. ("Code"),
setting the standards to guide the public health officer or his designated
agents in determining the fitness of buildings for human habitation,
use or occupancy is hereby adopted by reference pursuant to N.J.S.A.
26:3-69.1, et seq. A copy of the code shall be filed with the Board
of Health Secretary in the Board of Health offices and shall be considered
a part of this chapter as if it were set forth herein.

The health inspector or his designee is hereby authorized and empowered to exercise such powers as may be necessary to carry out and effectuate purposes and provisions of section 5-1. They may utilize the services of other authorized personnel to perform inspections relating to matters within their respective jurisdiction.
