There is hereby established a Department of Public Health and Sanitation of the City of Old Town. The department shall be under the immediate, direct supervision and control of the director of health and sanitation. This division being a municipal department, the City Manager will have complete and final general governing and administrative authority over the department.

The director of health and sanitation and the health officer are one and the same person.

(a) 
There shall be established the community health services department to consist of such number of public health nurses and secretaries as the Council and City Manager shall designate.
(b) 
The City Manager, with the approval of the health officer, shall appoint all public health nurses.

(a) 
The duties of the public health nurses shall be to:
(1) 
Carry on general health nursing service within the City;
(2) 
Receive whatever assistance is available from the state division of health nursing and to keep up to date with new trends in public health;
(3) 
Report to the health officer all cases of infections and contagious diseases, any complaints and instances of nuisances, all conditions dangerous to life and health; and under the supervision of the health officer to furnish medical treatment for indigents and those who cannot otherwise be provided for;
(4) 
Cooperate with any agency or adjacent community which provides funds for the public health nursing program within the City;
(5) 
Perform such other duties as are prescribed by the health officer, City physician or City Manager.
