(a) 
The following words and phrases when used in this chapter shall for the purpose of this chapter have the meanings respectively ascribed to them in this article, except when the context otherwise requires.
(b) 
Whenever any words and phrases used herein are not defined herein but are defined in the state laws regulating the operation of vehicles, any such definition therein shall be deemed to apply to such words and phrases used herein, except when the context otherwise requires.
ALLEY
A street or highway intended to provide access to the rear or side of lots or buildings in urban districts and not intended for the purpose of through vehicular traffic.
CENTRAL BUSINESS DISTRICT
All streets and portions of streets within the area described as follows: All that area bounded by Penobscot River on the East, Davis Street on the North, Brunswick Street on the West, and Willow Street and Chester Street on the South; and including both sides of Center Street from Brunswick Street on the West to the Milford Town Line on the East.
COMMERCIAL VEHICLE
Every vehicle designed, maintained or used primarily for transportation of property.
CONTROLLED ACCESS HIGHWAY
Every highway, street or roadway in respect to which owners or occupants of abutting lands and other persons have no legal right of access to or from the same except at such points only and in such manner as may be determined by the public authority having jurisdiction over such highway, street or roadway.
CURB LOADING ZONE
A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. The width of the space shall be designated by yellow paint markings on the curb and or marked by appropriate signs.
DRIVER
Every person who drives or is in actual physical control of a vehicle.
FIRE DEPARTMENT OFFICIAL
Any fireman, fireward or engineman, including those appointed under special laws.
LANED ROADWAY
A roadway which is divided into two or more clearly marked lanes for vehicular traffic.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein, they shall mean standard time or daylight-saving time as may be in current use in this municipality.
PARK
The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
PEDESTRIAN
Any person afoot.
PERSON
Any natural person, firm, co-partnership, association or corporation.
POLICE OFFICER
Any officer of the police department, any constable or any person authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
PRIVATE ROAD OR DRIVEWAY
Every way or place in private ownership and used for vehicular travel by the owner and those having express or implied permission from the owner, but not by other persons.
RIGHT-OF-WAY
The right of one vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed and proximity as to give rise to danger of collision unless one grants precedence to the other.
ROADWAY
That portion of a highway improved, designed or ordinarily used for vehicular travel, exclusive of the berm or shoulder. In the event a highway includes two or more separate roadways, the term "roadway" as used herein shall refer to any such roadway separately but not to all such roadways collectively.
SAFETY ZONE
The area or space officially set apart within a roadway for the exclusive use of pedestrians and which is protected or is so marked or indicated by adequate signs as to be plainly visible at all times while set apart as a safety zone.
SIDEWALK
That portion of a street between the curb lines, or the lateral lines of a roadway, and the adjacent property lines, intended for use by pedestrians.
STAND
The halting of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in receiving or discharging passengers.
STREET CORNER
The point of intersection of adjacent curb lines and/or the adjacent edges of traveled ways.
TRAFFIC DIVISION
The traffic division of the police department of this municipality, or in the event a traffic division is not established, then said term whenever used herein shall be deemed to refer to the police department of this City.
WAY
Includes all kinds of public ways.

A funeral composed of a procession of vehicles shall be identified as such by the display upon the outside of each vehicle of a pennant or other identifying insignia or by such other method as may be determined and designated by the traffic division.

No procession or parade containing 10 or more persons or 10 or more vehicles except the armed forces of the United States, the military forces of this state, the police department and the fire department shall occupy, march or proceed along any way except in accordance with a permit issued by the Chief of Police and such other regulations as are set forth herein which may apply. Permits are not required of funeral processions, but two hours' notice to the police department is required as to time and date.

No person shall board or alight from any vehicle while such vehicle is in motion.

No person shall ride in any vehicle upon any portion thereof not designed or intended for the use of passengers. This provision shall not apply to any employee engaged in the necessary discharge of a duty or to persons riding within truck bodies in space intended for merchandise.
