The provisions of this chapter relating to the operation of vehicles refer exclusively to the operation of vehicles upon highways except where a different place is specifically referred to in a given section.

This chapter shall be so interpreted and construed as to effectuate its general purpose to make uniform the law of those local authorities which enact it.

Article and section headings contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or extent of the provisions of any article or section hereof.

This chapter may be known and cited as the "City of Old Town Model Traffic Ordinance."

This chapter shall not have a retroactive effect and shall not apply to any traffic accident, to any cause of action arising out of a traffic accident or judgment arising therefrom, or to any violation of the motor vehicle ordinance of this City, occurring prior to the effective date of this chapter (December 4, 1972).

If any part or parts of this chapter are for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this chapter.

The clerk shall certify to the passage of this chapter and cause all or such parts hereof to be published as may be required by the constitution and laws of this state.

The existing ordinances covering the same matters as embraced in this chapter are hereby repealed, and all ordinances or parts of ordinances inconsistent with the provisions of this chapter are hereby repealed.
