Whereas veterans who are lost in service to the United States
are remembered by having their names engraved on the Veteran's
Monument in Huyler Park, and Tenafly residents who are lost in terrorist
attacks and in acts of mass violence are remembered in Peace Plaza,
the purpose of this chapter is to establish guidelines to honor and
remember Tenafly natives and residents.

As used in this chapter, the following terms shall have the
meanings indicated:
MONUMENT
Any plaque, statue, structure, tree, shrub, landscaping or
other object or thing constructed, erected, planted, or otherwise
located on Borough property, and intended to remain on such property
on a long term basis, to commemorate or memorialize any person, organization,
a group or event.
PUBLIC AREA or PUBLIC AREAS
Any Borough public buildings, structures, streets, parks
and other rooms or facilities within any Borough building or structure.

a. A person, organization, group or event being memorialized through
the naming of a Public Area or a Monument shall merit such honor through
having made a significant contribution to the community or having
had a significant impact on the Borough. There shall be no discrimination
because of sex, race, creed, national origin or ancestry.
b. A Public Area or Monument shall only be named for those honorees
who have been deceased for at least 10 years, or who have retired
and have not held public office or been employed for a period of at
least five years in any capacity.
c. Signage will be consistent as to size and color with previous honorary
signs, not exceeding six inches and 24 inches, shall not overshadow
the original name of the street or plaza and shall conform in all
aspects to existing signage within the Borough.
d. If a proposed Monument incorporates an historic element, the Mayor
and Council shall seek input from the Borough's Historic Commission
and the name of places should be of a historical event or of the historical
figure related to a local historical place or event in the Borough
of Tenafly.
e. Honorary names shall be bestowed with the full intention that such
names shall be permanent; however, the Mayor and Council may elect
to remove any signage previously approved in their discretion to meet
the needs of the Borough.
f. Under special circumstances, the Mayor and Council may relax any
provision of this section.

a. Any organization or resident wishing to propose an in-memoriam name
for a Public Area or Monument in the Borough of Tenafly shall submit
to the Borough Clerk a petition supported by the names, addresses
and signatures of at least 100 Tenafly residents.
b. It shall be the responsibility of the petitioner to present the rationale
for the in memoriam name addition.
c. Upon receipt from the Clerk of a completed petition, the Mayor and
Council will consider the request and decide whether to grant the
request in a timely manner. If the Mayor and Council decide favorably
on the petition, the honorary name to be given to any Public Area
that is not a public street, shall be adopted by ordinance by the
Borough Council. Requests for an honorary name for a public street
or Monument shall be approved by Resolution. In all cases, Borough
residents will have the opportunity to provide comments at a public
hearing prior to final adoption or approval.
d. Any approved honorary street names shall not change the original
name of the street and will be added in a manner respectful of all
citizens. The existing and official legal addresses for residents
and businesses shall remain constant and not be affected by the honorary
designation.
e. The successful petitioner requesting the honorary name or memorial
shall be responsible for the costs associated with the signage or
Monument.

a. The Mayor and Council shall establish an Honorary Wall of Service
to the Borough which shall be located in Borough Hall. The Honorary
Wall of Service may include any retired employee who worked for the
Borough for 25 years or more, as well as for any resident who has
demonstrated extraordinary voluntary service, for at least 15 years
to the Borough.
b. It shall be the responsibility of the petitioner to present the rationale
for the in-honorarium name addition.
