A. 
In the event that the Mayor of the Borough and the President of the Council are both unable, absent or unavailable to act, as that term is defined by the Act of October 23, 1959, P.L. 1369, 71 P.S. § 779.1 et seq., then the following remaining Councilmen of the Council of the Borough of Plymouth shall act as the Mayor of this Borough in the order of their listing:

Vice President of the Council.
(2) 
Chairman of the Police Committee.
(3) 
Chairman of the Fire Committee.
(4) 
Chairman of the Street Committee.
(5) 
Chairman of Flood Control.
(6) 
Chairman of Sanitation and Recycling.
B. 
Each successive appointee shall be Acting Mayor only in the event that all officers preceding him in the order of listing are absent, unable or unavailable to act as Mayor and only during the period of absence, inability or unavailability to act as Mayor of all such predecessors in the order of listing.

The relocation site for the government of the Borough of Plymouth shall be located at the Municipal Building, Borough of Harvey's Lake, Sunset - Harvey's Lake, Pennsylvania.
In the event of an order to evacuate the Borough of Plymouth issued by the Director of Civil Defense of Plymouth Borough or other legally constituted civil defense authority, all officials and employees of this Borough, except those officials and employees of this Borough who have predesignated duties assigned to them by the Director of Civil Defense of this Borough, shall remove to the aforesaid relocation site and shall establish and resume the operations of this government of the Borough of Plymouth at said relocation site.
