There is hereby created and established a body, to be referred
to as the "Plymouth Recreation Board," with powers and purposes as
follows.
The powers and purposes of the Plymouth Recreation Board are
to:
A. Actively seek assistance, including, but not limited to, economic,
technical, managerial and planning assistance, from any and all appropriate
agencies, groups and/or organizations, be they public or private.
B. Aid the Borough Council in maintaining, supervising, operating, equipping
and regulating recreational facilities and places within the Borough
limits.
C. Develop a Comprehensive Recreational Resource Development Plan for
the Borough of Plymouth, which is to be filed in the office of the
Borough Engineer or other appropriate office.
D. Make any necessary recommendations to the Borough Council as to the
most expeditious, balanced and Comprehensive Plan for recreational
resource development in the Borough of Plymouth.
The Board shall consist of seven members, who shall be appointed
by the Borough Council and who shall serve their terms at the discretion
of the Borough Council, but in no event shall serve a term longer
than five years. The terms of the Board members shall be staggered
in such manner such that at least one expires annually. Members of
the Board shall serve without pay. Vacancies on the Board occurring
otherwise than by expiration of a term shall be filled by the Plymouth
Borough Council.
The members of the Plymouth Recreation Board herein established
shall elect their own Chairman and Secretary and select all other
necessary officers, to serve for a period of one year. The Board shall
have the power to adopt such substantive and procedural rules and
regulations as may be necessary or convenient for the efficient conduct
of its powers and purposes.
